Job Title Personnel Assistant II Department Human Resources (HR) – Garrison Support Organization (GSO) S1 Reports To Human Resource Supervisor FLSA Status Non-Exempt Summary This position performs a variety of general personnel clerical tasks in areas such as employee records, benefits, education, training, employment/staffing, compensation, employee labor relations, and equal employment opportunity/affirmative action. It may conduct surveys, update manual and automated personnel records, independently process complicated personnel actions, provide pre‑employment drug screening, new hire orientation, respond to policy questions, and provide reports on employee turnover or time and attendance. The Personnel Assistant II may evaluate and consolidate information from various sources under short deadlines, and provide guidance to lower‑level Personnel Assistants. Essential Duties and Responsibilities Distribute work instructions to all HR sections, as needed. Prepare packets for early release from active duty. Facilitate the request of medical evaluation orders publication after medical provider recommendation. Conduct in/out processing for mobilization and demobilization units and individual Soldiers. Prepare and process administrative chapters. Request temporary change of station orders. Process leaves and passes for mobilization/demobilization Soldiers. Conduct daily mailroom operations, pick up mail from installation post office. Prepare routine correspondence for MD (GSO) Mob Chief signature. Update information in eMILPO, MARRS‑N, iPERMS, and DAMPS. Maintain constant knowledge and competency of all changes, additions or deletions as they pertain to your job; keep an updated Standard Operating Procedure (SOP) for your area of work. In the event of your absence, your SOP will be utilized to ensure the mission does not falter. Supervisory Responsibilities None Qualifications Operate a personal computer with functional knowledge of Microsoft Office (Word, Excel, Outlook, PowerPoint, Windows GUI) and data/web‑based systems required for task area. Working knowledge of Army rank structure and military unit relationships. Work under stressful conditions and demonstrate training/support tasks to standard. Working knowledge of mobilization/demobilization operations IAW FORSCOM Regulation 500‑3‑1 thru 500‑3‑5. Appropriate qualifications, certification, or license under the requirements for the task area being performed under this contract prior to commencement of work. Ability to obtain and maintain a SECRET security clearance. Knowledge of principles and processes for customer and personal services, including customer needs assessment, meeting quality standards, and evaluating customer satisfaction. Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems. Monitoring/assessing performance of yourself, others, or organizations to make improvements or take corrective action. Identifying complex problems, reviewing related information to develop and evaluate options, and implementing solutions. Considering the relative costs and benefits of potential actions to choose the most appropriate one. Recognizing when something is wrong or likely to go wrong without necessarily solving the problem. Applying general rules to specific problems to produce sensible answers. Combining pieces of information to form general rules or conclusions (including finding relationships among seemingly unrelated events). Education and/or Experience At a minimum, possess a High School Diploma or GED Equivalent. Preferred minimum 3 years of military personnel experience. Must have a working knowledge of Army rank structure and military unit relationships. Must be able to obtain and maintain a SECRET security clearance. An equivalent combination of education and experience is acceptable. Language Skills Must be able to speak, read, write, and understand English. Ability to read, comprehend and explain instructions, letters, memos, emails and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to senior management, contracting officials, clients and other employees in the organization. Reasoning Ability Ability to organize work, define and solve problems, establish and manage priorities, collect data, establish facts and draw valid conclusions based on facts. Manager participates in prioritization of work and decision‑making on allocation of resources. The incumbent must be able to analyze a situation analytically, evaluate the facts/data and formulate a plan of action. Certificates, Licenses, Registrations Must possess a valid U.S. state driver’s license, applicable for the type and class of vehicle being operated. Physical Demands Must be physically capable of performing assigned tasks.
