Sacramento-San Joaquin Delta Conservancy

Under administrative direction of the Executive Officer, the Deputy Executive Officer serves as a member of the executive team with primary responsibility for Conservancy operations, implementation of programs, development and implementation of policies, and oversight and management of staff.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship by the start date of employment. The Department of General Services does not participate in E-Verify for employment authorization purposes.

Telework: Headquarters for this position is located at 1450 Halyard Drive, Suite 6, West Sacramento; this position is eligible for telework one day a week. The employee may be called in to the office with reasonable notice and must forgo telework when necessary to meet operational needs.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):


CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.


CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.


CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.


Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• 5 years of managerial experience managing or leading a full range of administrative and program implementation functions to carry out an organization's mission.
• Experience developing or executing strategic planning, organizational development, benchmarking, and performance management.
• Experience at the managerial level collaborating with a variety of internal and/or external advisory bodies and policymaking groups on issues of a high profile and/or politically sensitive nature.
• Experience at the managerial level in developing, implementing, and evaluating technical and operational policies and procedures and conferring with and advising State departments and agencies on such policies and procedures.
• Experience working closely with the control agencies, legislative staff, department directors, and other executives to achieve an organization's budget, policy, and program goals.



Examination Information
Please complete a Statement of Qualification (SOQ) that includes specific examples of your education, training, and/or experience as they relate to the Program Manager, CFS role. An SOQ is a narrative discussion of how the applicant's education, training, experience, and skills meet the Desirable Qualifications for this position.

SOQ Instructions:
• A Resume or Cover Letter does not substitute for the SOQ.
• The SOQ should not exceed two (2) pages in length, letter-size pages, single spaced, with a font no less than a 12-point Arial font.
• The SOQ must be numbered and restated in the same order as the questions below.
• Responses should be complete, specific, and clear.
• Each response should include your classification for the experience and the length of time you have served in the position.

SOQ Questions:
1. Describe your knowledge and experience at the managerial level managing complex administrative programs, experience supervising managers and overseeing mufti-layered teams, and ability to establish policies and procedures, workflows, and performance expectations.


2. Provide examples of your experience developing and implementing complex policy, initiatives, and programs. Include descriptions of how you worked with internal and external partners and stakeholders.


3. Describe your leadership experience with addressing complex issues or system problems and developing policies or effective courses of action; making independent, sound, ethical decisions; and advising Directorate or Executive Leadership on highly sensitive matters.


4. Describe your knowledge and experience at the managerial level, building strong business relationships with staff from internal and external groups including the Conservancy and its partners and stakeholders, and your approach and experience with team building and change management.


If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.


A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.


The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
