Government Proposal Manager (Remote)

3-GIS provides software for the design, construction and management of fiber and electric networks globally. Built on Esri ArcGIS, the platform gives carriers, utilities, engineering firms and network operators an authoritative record of their physical network infrastructure, from strand and splice through conduit, cabinet and structure.
3-GIS serves that market through direct sales and through partnerships with global systems integrators, and our pursuits are growing in size, geographic reach and complexity. The Proposal Manager owns 3-GIS responses to formal buying documents, including RFPs, RFIs, invitations to tender and partner-led bids. These pursuits routinely involve several hundred scored requirements, committee evaluation, fixed submission deadlines and commercial terms that materially affect deliverability and margin.
This position is accountable for the full lifecycle of a response: the compliance position, the commercial review, coordination of pricing with Solutions and Finance, authorship of the technical response, and on-time submission of a complete package. This is a technical proposal role rather than a technical writing role. The successful candidate will need to be able to understand technical requirements and develop a working knowledge of 3-GIS software, electric and telecom industries, and work well with multi-disciplinary teams across multiple time zones. Conduct an initial review of every incoming solicitation to identify conditions that affect our ability to bid, including payment and price validity terms, currency and tax treatment, bid bonds, supplier registration and eligibility, local content obligations, subcontracting consent, and submission channel and format requirements.
Build and maintain the requirements register for each pursuit, preserving the customer’s requirement identifiers and mandatory designations, and manage it as the controlling record for the response.
Ensure compliance responses are internally consistent across the register, and that no mandatory requirement is left unanswered or inconsistently answered.
Commercial review and pricing coordination
Review contractual terms, delivery conditions and appendices for cost and commercial impact, and maintain a decision register capturing each item with an owner, a value and a due date.
Coordinate with CXO, Sales, and Finance to ensure each opportunity carries a complete and reconciled pricing model, and verify the customer-facing pricing submission against it prior to release.
Author and assemble the technical and commercial response using the customer’s structure, numbering and terminology.
Maintain the reusable content library and retire material that is no longer accurate.
Contribute to the continued development of 3-GIS proposal methodology, tooling and templates.
Two years or more in a technical role including engineering, sales engineering, GIS, software development, or similar experience. Degrees in technical fields will be considered.
Sufficient technical fluency to participate substantively in discussions with solutions architects, data engineers and product managers, and to challenge technical content that will not withstand evaluation.
Strong written communication, with the ability to produce concise, specific and evaluator-ready content.
Background in telecommunications, fiber, utilities or geospatial technology, including outside plant design, network inventory, FTTx or Esri ArcGIS.
Experience with enterprise software or international tendering, including European public procurement, carrier tenders in the Middle East or Asia Pacific, framework agreements, bid bonds and local content requirements.
