Under the general direction of the Program Manager III (PM III), the Program Manager II (PM II) is responsible for the management and supervision of staff and resources as well as the implementation of work programs within the Recovery Planning Division. Primary responsibilities relate to providing management, coordination, and technical and administrative support to Federal, State, and local activities during normal and disaster recovery operations.

Responsible for the management of division staff responsible for various components of Recovery Planning, organization of resources, and the implementation of objectives assigned to the Division. Must possess a general understanding and/or experience related to principles and strategies of coordination of local, state and federal disaster assistance and recovery operations, Local Assistance Centers, Joint Field Offices, outreach efforts, and other required activities.

The incumbent must maintain a high-level of professionalism and be able to collaborate and effectively communicate with individuals from the public, legislative members and staff, private sector, and various staff within State and Federal government.

Working Conditions

This position is located in the Recovery Planning Division in Mather, CA.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated leadership experience in emergency management, disaster recovery, preparedness, or a closely related field, including responsibility for managing complex programs, projects, or statewide initiatives.
  • Experience supervising and developing managers, supervisors, and professional staff, including establishing performance expectations, coaching and mentoring employees, conducting performance evaluations, and addressing personnel issues.
  • Knowledge of federal, state, and local emergency management and disaster recovery programs, policies, laws, regulations, and authorities, including the roles and responsibilities of governmental and non-governmental partners.
  • Experience developing, implementing, reviewing, or managing disaster preparedness, response, recovery, incident action, or continuity plans, including statewide, regional, operational, hazard-specific, or long-term recovery planning efforts.
  • Demonstrated experience coordinating complex multiagency or intergovernmental initiatives involving local jurisdictions, Tribal governments, state agencies, federal agencies, nonprofit organizations, and private-sector partners.
  • Knowledge and experience with the Incident Command System (ICS), Emergency Operations Centers, Joint Field Offices, Local Assistance Centers, or other disaster field coordination structures.
  • Experience developing and delivering emergency management training, workshops, exercises, or facilitated planning sessions, preferably using Homeland Security Exercise and Evaluation Program (HSEEP) principles.
  • Strong analytical and problem-solving skills, with demonstrated ability to evaluate complex or emerging emergency management issues, identify operational conflicts, develop alternatives, and recommend effective courses of action.
  • Exceptional written communication skills, including experience preparing executive-level briefings, issue papers, reports, plans, policies, procedures, After-Action Reports, Situation Reports, Incident Action Plans, or similar decision-support products.
  • Strong verbal communication and presentation skills, with experience briefing executives, elected officials, governmental partners, stakeholder groups, professional organizations, or members of the public.
  • Experience developing strategic goals, multi-year initiatives, annual work plans, policies, procedures, guidance, or technical assistance resources that support organizational or statewide emergency management objectives.
  • Demonstrated ability to manage multiple programs, competing priorities, personnel resources, and time-sensitive assignments simultaneously, including the ability to adjust priorities and allocate resources in rapidly changing operational environments.
  • Demonstrated ability to exercise sound judgment, initiative, diplomacy, and professionalism while working independently and collaboratively, particularly during high-pressure emergency operations or assignments requiring limited supervision.
  • Experience fostering a collaborative, inclusive, innovative, and high-performing organizational culture, with a demonstrated commitment to customer service, stakeholder engagement, workforce development, succession planning, and organizational readiness.
