Summary

This vacancy is for an IT Specialist (INFOSEC) and is located in the Office of the Secretary (OS), Office of the Chief Information Officer (OCIO), Office of Cybersecurity Risk Management (OCRM) in Washington, D.C. This position is established to ensure the confidentiality, integrity, and availability of systems, networks, and data through the use of computer forensics to investigate computer incidents and to develop recommendations for the mitigation or remediation of such incidents.

As an IT Specialist (INFOSEC), you will perform the following duties:

  • Develop and maintain cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.
  • Lead, coordinate, communicate, integrate, and be accountable for the overall success of the cybersecurity policy and training program, ensuring alignment with agency or enterprise priorities.
  • Define and manage information technology (IT) and/or cybersecurity-related programs and/or projects.
  • Serve as a subject matter expert on cybersecurity statutes and policy implementation requirements to respond to customer inquiries.
  • Interpret regulations and apply new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems to resolve conflicts that arise.
This Job Opportunity Announcement may be used to fill other IT Specialist (INFOSEC) GS-2210-14, FPL GS-14 (or equivalent pay band) positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

You must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position requires one year of specialized experience at the next lower (GS-13 or equivalent pay band) level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to perform the duties of the position and is typically in or related to the work of the position to be filled. Experience must be Information Technology (IT) related.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 (or equivalent pay band) level in the Federal service. Your resume must clearly demonstrate that you possess at least 4 out of the 7 listed below:
  • Developing enterprise-level cybersecurity program strategies and implementation to address cybersecurity objectives in the President's Management Agenda.
  • Collaborating with multidisciplinary cybersecurity teams to translate technical requirements into policy, guidance, standards, and/or handbooks written in plain language.
  • Leading complex cybersecurity projects from initiation to close-out, with focus on stakeholder management, communication and collaboration, risk management, and measurable program improvements.
  • Reviewing cybersecurity statutes, Executive Orders, OMB circulars & memoranda, NIST special publications, and/or related directives to assess cybersecurity policy needs pursuant to the Federal Information Security Modernization Act of 2014.
  • Assessing cybersecurity workforce needs to design and implement a cybersecurity awareness and training program aimed at a variety of audiences, technical, non-technical, and senior leaders, using creative and innovative delivery models that resonate with today's workforce.
  • Collaborating with privacy officials, legal advisors, human resources managers, union representatives, learning managers, and/or operational security officers to develop and implement cross-cutting policies and procedures.
  • Exercising cybersecurity professional expertise to review cybersecurity policy deviations or waiver requests to develop risk -based recommendations for senior leadership decisions.
