Responsibilities Serves as a Cybersecurity Integration and Development Project Manager ensuring that DLA is responsible, accountable, and in compliance with overarching DoW directives and guidance within assigned areas. Participates and leads in cybersecurity related (J6) discussions to clearly define objectives for identifying risks, defining risk tolerances, and identifying, analyzing, and responding to Cyber risks. Key stakeholder in DoW mandated Mission Essential Function identification process, identifies essential functions the organization must continue, and the Business Process Application process identifies how these essential functions are performed. J6 project/task Lead, within assigned areas, on Joint Planning Groups (JPG) in the development, implementation, and dissemination of metrics to gauge J6's progress towards achieving its short- and long-term cybersecurity objectives. Lead on Joint Planning Groups (JPG) in the development, implementation, and dissemination of metrics to gauge J6's progress towards the integrated automated capabilities utilized to support business systems under the organization's purview. Develops J6 training objectives, cyber stimulus, exercise scenarios, and expected outcome with cyber equities in support of internal, DLA integrated, and joint exercise planning and execution. Develops J6 training to include identifying cyber and J Code equities, planning, synchronization, rehearsing, and exercising mission assurance readiness for the Warfighter. Qualifications Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Produces management facing communications and updates including metrics, KPIs and reports. Participates in the creation, modification and maintenance of all Cyber Monitoring and strategy policies and procedures within assigned areas. Monitors the progress towards organizational goals; through internal audits and tests that simulate events such as major ransomware incidents or information systems failover. Identifies cyber security trends and the emerging threat landscape. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Drug‑Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug‑free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre‑employment, reasonable suspicion, post‑accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six‑month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the end of the day (i.e., start date). The selectee’s inability to successfully pass or refusal to conduct the test may result in: (1) the tentative or final job offer being withdrawn during the recruitment process; or (2) subsequent removal from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. Use of cannabidiol (CBD) products may result in a positive drug test for marijuana.
