Summary The International Trade Field Office (ITFO) represents the United States in both affirmative and defensive litigation within the United States Court of International Trade. Applicants may be eligible for a signing bonus of up to $25,000, subject to qualifications, education, and other factors. All recipients of a signing bonus are required to enter into a service agreement. This position is not remote; the successful candidate must work in person five days a week. Duties As a trial attorney, you will represent the United States in all aspects of “first chair” trial and appellate litigation. Responsibilities include: Managing individual cases, conducting fact investigation, and working with expert witnesses. Responding to and serving written discovery, taking and defending depositions. Drafting substantive and procedural briefs, and conducting all aspects of trial. Presenting oral arguments in the United States Court of International Trade. Handling appeals in the United States Court of Appeals for the Federal Circuit. Engaging in settlement negotiations and recommending settlement options when appropriate. Collaborating closely with counsel from federal client agencies. Requirements U.S. citizen or national. Completion of a background investigation, including drug testing. All male applicants born after 12/31/1959 must be registered with the Selective Service (or demonstrate exempt status). A 2‑year trial period may be required. May be required to obtain and maintain a Top Secret clearance with eligibility for SCI access. Mandatory drug testing for a drug‑free workplace. Financial disclosure in accordance with DOJ and federal ethics guidelines if selected. Qualifications A Juris Doctor (J.D.) or equivalent degree is required, along with licensure to practice as an attorney in any state, territory, or the District of Columbia, and active bar membership in good standing. GS‑11: up to 1 year of legal experience. GS‑12: at least 1 year of post‑J.D. legal experience. GS‑13: at least 1.5 years of post‑J.D. legal experience. GS‑14: at least 2.5 years of post‑J.D. legal experience. GS‑15: at least 4 years of post‑J.D. legal experience. Preferred Qualifications Applicants with proven advocacy and legal writing skills are preferred. Experience drafting and arguing motions, handling discovery, taking and defending depositions, developing expert witness testimony, and trying cases are highly desirable. Education All academic degrees and coursework must be completed at an institution accredited by a U.S. Department of Education‑recognized accrediting body.
