Assistant Program Manager (ASW/AMFT/APCC/LCSW/LMFT/LPCC )
35 hours per week / $36.00 - $40.00 per hour
(The actual compensation will be determined based on experience and other factors permitted by law.)
Supervision Responsibilities: Under the general supervision of the program manager, provides direct supervision and takes leadership responsibilities for inter-disciplinary team members during program or service activities and provides secondary on-call services based on the psychosocial rehabilitation model of treatment and services.

Summary : Under the general supervision of the TAY Program Manager, the TAY Assistant Program Manager supports oversight of daily program operations and contributes to the delivery of high-quality, recovery-oriented services. This role collaborates closely with the Program Manager, Clinical Supervisor, Director, and interagency and project-based teams to ensure program compliance, staff support, budget monitoring, and effective service delivery. The position provides leadership within interdisciplinary teams during program activities and assumes secondary on-call responsibilities within a psychosocial rehabilitation model of care.
- Provide license dependent clinical services that may include but not limited to psychosocial assessments, diagnosis, clinical treatment or linkage to mental health services
- In collaboration with and under the direction of the Program Manager, assists with oversight of day-to-day program operations and supports the delivery of high-quality, recovery-oriented services to members participating in Adult TAY-focused High Intensity Community Based Services programs (FSP-ICM, OCS, AOT, etc.).
- Supports a welcoming, safe, and recovery-oriented program environment and collaborates with team members to maintain and enhance daily program functioning.
- Responsible as first point of contact referrals from LACDMH, conducting outreach and engagement and assigning service coordinators (PSCs). Following up with referral sources and maintain required weekly updates in Service Response Tracking System (SRTS) is a requirement of this role.
- Assists the Program Manager with program oversight activities including monitoring program outcomes, budget objectives, quality assurance, and compliance with agency, County, and funding source requirements, including audits of progress notes, annual care plans, related documentation, and 24-hour documentation turnaround standards. Provides coaching, corrective guidance, and technical assistance to staff regarding documentation and compliance standards.
- Provides timely communication, feedback, observations, and solution-focused recommendations to Program Manager regarding emergent staff, team, or member issues to support quality services, staff development, and effective team functioning.
- Coordinates and consults with staff providing therapeutic case management, rehabilitation, and support services to assist members in accessing resources and achieving goals related to housing, education, employment, physical health, relationships, and overall quality of life. May collaborate with collaterals and families, with member consent, to support recovery and safety planning.
- Provides crisis intervention services including assessment of acute psychiatric and emergency situations, coordination of hospitalizations, and completion of mandated reporting as appropriate. Collaborates with the interdisciplinary team to identify member needs and facilitate appropriate services and supports.
- Provides psychosocial rehabilitation services, crisis intervention, and other recovery-oriented interventions within scope of practice. Position does not maintain a primary caseload but includes coverage responsibilities as needed. Billing requirement is 14 hours per month.
- Advocates on behalf of members to assist with obtaining and maintaining housing, benefits, healthcare, and other community resources. Collaborates with landlords, property management companies, and community agencies to support housing opportunities and maintain referral networks and community partnerships.
- Participates in planning, administrative, quality improvement, safety, staff development, leadership, and community meetings as assigned. Represents the program and agency with community partners, disseminates relevant information to the team in a timely manner, and engages in ongoing professional development activities.
- Provides leadership, operational guidance, and decision-making support in the absence of the Program Manager. Other duties as assigned.
Position Requirements:
- Bachelors degree in a human service or related field or certification in a mental health specialty i.e. LCSW, ASCW, LMFT, AMFT, LPCC, APCC, RN, LVN, LPT, or drug alcohol rehab counselor required.
- Minimum 2-year experience providing psychosocial rehabilitative services to a young adult/TAY population and/or individuals with disabilities.
- Experience in a supervisory/leadership role preferred
- Willingness to become LPS designated to write 5150 holds for members when needed.
- Willingness to participate in on call-rotation for all South County FSP and HSSP enrolled members which includes weekend and holidays in a rotating shift assignment and weekly team LPS assignments. LPS designated individuals participate in a separate, longer 7 day rotation.
- Demonstrated ability to provide supervision and leadership to diverse staff who possess a wide range of skills, abilities and professional competencies Must be team-oriented, self-directed, and have good listening and communication skills, the ability to empathize and relate positively to a wide variety of people and dedicated to fulfilling the demand of the position.
- Flexible work schedule to include some nights, weekends and holidays.
- Must have good basic English writing skills, good basic computer skills and be highly organized
- Knowledge of local (SPA 8) community resources.
- Proficient in computer applications such as Microsoft Word, Excel, Outlook, Teams, iOS
- Ability to track and interpret complex data sets for the program services and budget
- Must be detail oriented, and able to prioritize and juggle multiple projects without losing productivity.
- Valid CPR certificate preferred.
- Driving with current class C driver’s license, a vehicle for transportation, proof of valid automobile insurance, the ability to be insured by MHALA’s liability insurance are conditions of employment
- TB clearance and re-testing every year are conditions of continued employment
- COVID-19 vaccinations or booster shots are not currently required, however this may become a requirement in the future. Failure to abide by any agency policy, including those relating to a vaccine or booster shot may result in termination of employment
