Your Specific Responsibilities:

1. Coordinate community resiliency initiatives. Provide technical assistance to local governments on coastal flooding and sea level rise adaptation planning.
2. Assist with coordinating long-term recovery efforts following disasters and provide technical assistance to communities wishing to act prior to a storm through the Post-Disaster Redevelopment Planning Initiative.
3. Coordinate with Department or Division webmaster for updates to the Adaptation Planning, Post-Disaster Redevelopment Planning, Waterfronts Florida Partnership, and other coastal websites as needed.
4. Independently evaluates comprehensive plans and plan amendments and other documents submitted to the Department under Chapter 163, Part II, Florida Statutes. Prepare reports summarizing the issues, analyzing consistency with growth management laws, identifying strategies to achieve consistency with state laws and making recommendations for resolving issues with local governments and interested parties.
5. Assists other planners and staff on coastal planning issues and assists as needed in the review of comprehensive plan amendments and developments of regional impact.
6. Coordinates and participates in future coastal planning initiatives developed in partnership with other local, regional, state, and federal programs as approved for participation by management.
7. Participates in interagency meetings and public meetings as the Department representative.
8. Assists the Community Planning Manager with reviewing proposed Community Planning Technical Assistance Grant requests.
9. Assists the Community Planning Manager in drafting scopes of work for grant agreements and coordinating with grantees as needed to finalize scopes of work.
10. Works with Community Planning Technical Assistance grantee in monitoring the submittal of deliverables and assisting with reviews and suggestions for draft deliverable submittals.
11. Reviews Community Planning Technical Assistance Grant Deliverables for consistency with the scope of work in the approved grant agreement and makes recommendations to the Community Planning Manager regarding consistency.
12. Coordinates the Waterfronts Florida Program. Provides technical assistance to partnership communities on issues affecting working waterfronts.
13. Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

• Knowledge of urban and regional planning concepts.
• Knowledge of coastal resiliency planning practices.
• Knowledge of post-disaster planning practices.
• Demonstrated skill in growth management.
• Demonstrated skill in applying Chapters 163 and 380, F.S.
• Knowledge of the development process and permitting programs.
• Ability to communicate clearly and effectively both verbally and in writing.
• Ability to establish effective working relationships and negotiate effectively.
• Knowledge of Microsoft Office and ArcGIS.
• Ability to apply planning methodologies, such as population projections.
• Ability to apply critical thinking for planning problems.
• Ability to independently exercise sound judgment performing duties.
• Ability to handle multiple tasks and manage time efficiently.
• Ability to provide technical assistance to Department staff, local governments, and other external stakeholders.
• Ability to travel and represent the Department on committees and provide effective presentations.

PAY: $51,500 to $53,000 Annually

The Work You Will Do:


This position is responsible for coordinating and implementing the Division's role on coastal planning initiatives including community resiliency initiatives, Waterfronts Florida Partnership Program and Post-Disaster Redevelopment Planning. This position involves exercising independent judgment and requires professional experience in community planning, interagency coordination, partnership development and the provision of technical assistance to local governments.
