Special Investigator ($4,000 Hiring Incentive) Open to CURRENT ADOT Employees Only** Job Location: Office of Inspector General 1324 N 22nd Ave Phoenix, AZ 85009 Posting Details Salary: $69,807.26 This position is eligible for a $4,000 hiring incentive. Grade: 20 Closing Date Job Summary Under the general supervision of the Office of Inspector General Lieutenant., performs statewide, national, and international investigations of highly complex nature involving multiple criminal offenses, working with a high degree of independence. Reviews allegations, complaints or other information to determine criminal offenses that may have been committed. Conducts investigations, including but not limited to; theft, fraud, embezzlement, forgery, conspiracy, fraudulent schemes, political corruption, etc. Confers with prosecuting attorneys regarding progress of investigations, quality of case files and evidence, drafts subpoenas, warrants, etc. Prepares affidavits to obtain search warrants, arrest warrants, wiretaps, physical characteristic court orders. Background check and In-state travel is required. This position may be available for remote work within Arizona (3 days per week in the office/hoteling, 1 day remote). Job Duties Reviewing information and documents; monitor, triage, analyzing data, planning case strategy, maintaining case files and evidence; preparing case reports. Assign incoming tips and leads. Perform administrative duties to assist ECD and OIG leadership. Responsibility to maintain and answer a company provided cell phone. Interviewing victims, witnesses and suspects on the phone or in person. Travel as required, including state, interstate and international that may require overnight stay. Engage in undercover investigation operations, conducting surveillance of case suspects, investigative activity with other local, state and federal agencies. Preparing and serving search warrants; conducting searches; seizing and securing evidence. Serving arrest warrants; physically arresting suspects and booking suspects into jail. Support OIG detectives with investigations and manage low-level cases as workload permits. Knowledge Of Pertinent State and Federal motor vehicle laws, rules and regulations. Modern law enforcement methods, best practices and procedures. Search and Seizure rules of evidence and custody of prisoners. Defensive tactics. First Aid, CPR. Court systems, procedures and protocols. Activity reporting and accounting procedures established for the work system. Principles of report writing. Having previously served as a certified peace officer in Arizona, another state, or federal agency, and meet all of the minimum qualifications for certification as an Arizona Peace Officer. Skills In Interpreting relevant State and Federal motor vehicle laws, rules and regulations. Eliciting factual information and drawing valid conclusions. Establishing and maintaining effective relationships with staff members and the general public. Use and care of firearms. Operate police equipment in emergency situations. Exercise discretion in use of force. Problem solving and using good judgment. Spreadsheet and document platforms (Google, Microsoft). Have completed the basic and advanced training that demonstrates substantial comparability to the Arizona Basic course. Ability To Prepare clear and concise reports. Communicate effectively with staff members and the general public. Maintain moral standards and integrity. Work as a team and collaborate.Make effective and reasonable decisions under pressure. Operate law enforcement computers, software and database programs. Maintain required firearms certification. Understand and interpret laws and regulations. Obtain an appointment from an Arizona Law Enforcement Agency. Work weekends and holidays. Recognize criminal elements and identify specific crime types. Capability to work effectively across various ECD and ADOT workgroups. Work with minimal supervision in a fast-paced environment. Track compliance and follow-up actions. Prepare executive level correspondence and reports, and the ability to brief command on complex issues. Selective Preference(s) N/A Pre-Employment Requirements Arizona Peace Officer Standards and Training (AZPOST) Full Authority certifications. Weapons certified in accordance with AZPOST standards. Individuals who have served honorably as a peace officer in Arizona and their certification has lapsed, or served in another State may be eligible to gain Arizona POST certification through Waiver Testing. PAT is required for all Waiver Testing. Valid Driver's License. Minimum of 3-years in an investigative or detective unit. As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
