Senior Digital Engagement Product Manager

Role Description

The Senior Digital Engagement Product Manager for the Medicare Stars Engagement Platform is responsible for defining and driving a cohesive technology product strategy that powers outreach, conversations, and journeys that improve experience, operational excellence, and Stars performance.

• Lead the roadmaps, capabilities, and Objective and Key Results (OKRs) definition needed to create clear product strategy and best-in-class E2E experience.
• Manage a backlog of features and enablers to enhance the product and extend its architectural and discovery runway.
• Work closely with the Business General Manager (GM), Design, Engineering, and Data/Analytics as part of the “Five in a Box” cross-functional product leadership team.
• Serve as the main point of contact with stakeholders such as architects, tech-ops, security, claim leadership, and claims processors.
• Initially an individual contributor but may evolve to have direct reports.
• Create a positive team culture through development and coaching.

Qualifications

• 7+ years required experience as Product Owner, Business Analyst, Project Manager, Consulting, or related field.
• Previous experience in agile product development helpful with a focus on product strategy, vision, and roadmaps.
• 5+ years required experience in software product management, with demonstrated success shipping software through multiple releases managing the entire lifecycle from discovery to launch in an agile environment.
• 3+ years of experience with outbound communications, including audience segmentation, journey orchestration, and leveraging customer data to inform decision-making.
• Able to support east coast business hours.

Requirements

• Experience with leading outbound communication platforms and technologies (e.g., Salesforce Marketing Cloud, push notifications, SMS/RCS, IVR, chatbots).
• Experience working in the healthcare payor industry.
• Experience ensuring messaging compliance with consent regulations (TCPA, GDPR, or similar).
• Scaled Agile Framework (SAFe) experience.
• Experience working in an agile delivery model.
• Familiarity with agile/collaboration tools like Rally, Jira, SharePoint, Confluence, Adobe Analytics, Figma.
• Ability to drive cross-functional teams to alignment in the midst of ambiguity.
• Strong negotiation, organizational, management, analytical, and people skills.
• Data-driven decision making and quantitative analysis skills using data tools such as Jira.
• General understanding of core programming and computer science concepts, including cloud technologies, DevOps, AI/ML.
• Advanced oral and written communication skills, influencing stakeholders across levels.
