Health Information Management Administrator 1

Duties Description The Health Information Management Administrator 1 (HIMA1) runs and supervises the Health Information Management (HIM) Department within the Quality Improvement Department. The department is vital to the health and safety of the individuals served as it maintains all essential documents and records. Maintaining the integrity and confidentiality of records and releasing them within governing laws is a primary purpose. Primary Duties and Responsibilities Provide individual clinical/medical record management guidance to DDSO. Review all requests for information to ensure compliance with HIPAA and J. R. Lauren’s Law. Prepare and release requests for information consistent with HIPAA and J. R. Lauren’s Law. Work with Central Office Counsel’s Office and community teams to complete all litigation holds. Maintain an accurate and up‑to‑date agency census. Maintain the integrity and confidentiality of all clinical and medical records. Develop policies related to Health Information Management, including the organization of records and release of information. Train direct‑care, clinical, and administrative staff on organizing books and records within homes and programs. Serve as HIPAA Liaison and Language Access Liaison. File medical records and maintain documentation of records. Maintain records of discharge from services. Maintain and update Developmental Disability Profile for the agency. Work with multiple teams to obtain medical records in an organized manner while maintaining confidentiality. Serve as TABS Coordinator. Other duties as assigned. Minimum Qualifications Open Competitive: Current certification by the American Health Information Management Association as a Registered Health Information Administrator (RHIA) or Registered Health Information Management Technician with two years of post‑college experience. Transfer: One year of permanent competitive or 55‑b/c status in the posted title with eligibility for lateral transfer; or eligibility to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. Transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. LinkedIn: Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Employable under non‑competitive appointment; no exam required, but minimum qualifications must be met. Within one year of permanent appointment, employees hired under NY HELPS are expected to convert to permanent competitive status. Benefits Paid holidays: 13 per year. Paid vacation: 13 days initially. Paid personal leave: 5 days per year. Paid sick leave: 13 days per year (may carry over). Professional leave: up to 3 days per year for professional development.
