HUMAN RESOURCES OFFICER.

Office of Naval Research

Duties You will lead and manage a comprehensive administrative and technical program area, which includes making or recommending decisions that significantly shape or develop important agency policies and programs. You will manage and supervise the Human Resources Office (HRO) staff, including assigning work, reviewing performance, resolving issues, and overseeing the planning, direction, and timely execution of administrative programs. You will develop, implement, and administer Human Resources (HR) policies, programs, and new initiatives. You will interpret broad guidelines with considerable judgment and developing strategic plans to meet the organization's current and future needs. You will assess long-range workforce requirements, formulate strategic HR goals, and develop plans to ensure a supply of well-qualified applicants to meet changing organizational needs. You will foster working relationships and build coalitions with high-level officials and other organizations to meet the organizations goals. You will serve as the principal advisor and technical authority on all civilian HR policies, workforce planning, and strategic plans, providing expert counsel to senior management, including the Commanding Officer and Director of Research. You will manage resource allocations, advocating for necessary resources, and implementing creative ideas to increase organizational efficiency. You will identify complex problems, conduct in-depth reviews and studies of workforce management, and develop reports and recommendations to resolve them. You will monitor the performance of functional areas and evaluate the quality of personnel services provided, identifying deficiencies and initiating actions to correct or improve them. You will manage the full range of civilian personnel management functions including staffing, classification, employee relations, and labor relations. You will interview candidates for vacancies and carrying out disciplinary actions when necessary. You will oversee the Naval Research Laboratory (NRL) Personnel Management Demonstration Project. Requirements Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Males born after 12-31-59 must be registered for Selective Service. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13 equivalency) or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This job does not have an education qualification requirement. Additional information A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may or may not be authorized. Certain incentives (such as Relocation or Student Loan Repayment) may or may not be authorized to eligible selectees.
