Project Specialist

Position Summary: Under the direction of the Sr. Manager, the Project Specialist -Nobis Enterprises is responsible for assisting with the dailyoperations of all assigned government contracts under NobisEnterprises to ensure contract compliance and customersatisfaction. The Project Specialist will also support the NE staffwith basic contracts administration, proposal preparation,contract pricing, audit support, and AbilityOnecompliance. Essential Duties and Responsibilities: 1. Provides outstanding customer service to all agencies bymaintaining exceptional quality service, troubleshooting issues,and resolving problems when and where needed. 2. Interfacesclosely with SourceAmerica and other federal, state, and localagencies. 3. Communicates and interacts effectively withmanagement, technical personnel, customer personnel, and otherteam members. 4. Prepares and maintains monthly contract,operational, and performance reports as required by the SeniorManager, Nobis Enterprises, and/or the senior contractsrepresentative. 5. Serves as Project Specialist for all assignedcontracts. 6. Maintains and manages digital contract files andrecords, ensuring all contract documentation is accurate,organized, current, and compliant with company record retentionrequirements. 7. Ensures contract execution in accordance withthe terms and conditions of assigned contracts. 8. Ensures allcontract deliverables are submitted in accordance with contractrequirements and deadlines. 9. Ensures customer satisfaction withthe performance of assigned contracts and serves as a primary point of contact for contract-related inquiries and support. 10. Responsible for administrative functions for NobisEnterprises. 11. Assists the Senior Manager, Nobis Enterprises,with contract administration, proposal preparation, pricingproposals, contract modifications, reports, project start-uppreparation, and related administrative functions. 12. Reports directly to the Senior Manager, Nobis Enterprises, regardingcontract performance, operational issues, quality initiatives,and compliance matters. 13. Serves as the primary point ofcontact for quality control reporting, updates, and communications between contract personnel, management, and customers. 14. Maintains and updates Microsoft Forms and other quality controltracking tools to support inspections, reporting, trendanalysis, and corrective action documentation. 15. Assists theAbilityOne Compliance Representative with execution of Commissioncompliance policies, audit preparation, corrective action plans,and serves as backup for the Individual Eligibility Evaluation (IEE) process and audits. 16. Assists with NobisEnterprises contract billing and associated documentation. 17. Responsible for supporting all Nobis Enterprises audits,certifications, and compliance reviews with assistance from theSenior Manager, Nobis Enterprises. 18. Plans and executes NobisEnterprises annual events. 19. Participates in various teammeetings, conference calls, and training sessions. 20. Interactsprofessionally with government personnel, contractors, vendors,customers, people with disabilities, and all companyemployees. 21. Attends, coordinates, and schedules internal andexternal meetings as required. 22. Maintains a satisfactoryattendance record and performs other duties as assigned in support ofNobis Enterprises operations. Experience and Skills: Education: Bachelor’s degree in business or related field is preferred.Direct job experience may be substituted for highly qualified candidates. Experience: 1 - 3 years’ experience in government project operations orcontracts administration. SourceAmerica or federal contractorexperience preferred. Experience with federal contract proposalpreparation and pricing is a plus. Qualifications: Mission driven, guided by core values and a pleasure to workwith. Humble, hungry and smart. Requires strong computerskills in Microsoft Office focusing on Word and Excel. Musthave excellent organizational, file management, and time managementskills to effectively meet multiple deadlines. Ability toresearch salary requirements for price proposals throughout the UnitedStates. Must be able to work independently and as part of ateam. Ability to drive motor vehicles. Ability to travelup to 10% of the time. May work an alternate work schedule dueto support of west coast contracts. High degree of ethics andintegrity. Must pass drug screen and background check. Ability to qualify for security clearance to access military bases orfederal agency worksites where contracts are in place. Must maintain valid driver’s license and have a clean or acceptableMotor Vehicle Report (MVR) as defined by policy. Eligibility to work in the United States. SpecialSkills/Abilities: Interpersonal: High level of interpersonalskills required to develop and maintain effective workingrelationship with staff, participants, other agencies andprofessionals. Strong customer service skills. WrittenCommunications: Strong written communication skills required tomaintain quality documentation and effectively communicate with abroad range of individuals and agencies. Analytical:Ability to analyze data and develop strategies to overcome obstaclesand problems. Oral Communications: Ability to communicate,problem solve and respond to governmentcontracting officers. Organizational: Strong organizationalskills needed to prioritize all aspects ofworkload. Problem-Solving Ability to problem-solve various issuesat off-site locations. Equipment Personal computer, printer,copier, fax machine, adding machine, and telephone. OtherQualifications or Requirements: Mental Effort: Ability to setpriorities, coordinate functions of Nobis Enterprises. Set goalsand measure results. Physical Requirements: Officeenvironment not requiring strenuous physicalqualifications. Working Conditions: Well-lighted officemaintaining adequate working conditions. Visual Effort:Well-lighted office environment requiring average amount of visualeffort.
