Director of Maintenance

POSITION SUMMARY

General responsibility is the management and leadership of the maintenance function of the Authority including supervision of personnel, purchasing of parts and supplies, facilities and vehicle maintenance. The Director of Maintenance is responsible for supervising the Purchasing and Inventory Control Specialist, technicians, bus cleaners and utility personnel. This position is responsible for planning, supervising and coordinating the daily staff activities, leading personnel to develop and achieve performance goals and exercising discipline when necessary. The position also establishes and maintains parts inventories, monitors fuel and oil supplies, and meets all shop safety and facility environmental requirements. The Director of Maintenance reports to the Cheif Operating Officer and the Executive Director.

ESSENTIAL JOB FUNCTIONS

Responsible for scheduling and assignment of work for all technicians, cleaners, and utility personnel and monitoring performance of the work performed. Responsible for performance of routine preventive maintenance on all Authority vehicles and fleet, including the performance of Pennsylvania State Inspections as required. Maintain, order and insure sufficient parts inventory for all Authority vehicles. This includes monitoring and verification of all necessary fuels, lubricants, and anti-freeze for Authority vehicles. Insure compliance of collective bargaining agreement with union personnel and handling grievance meetings, as needed. Maintain records of work performed and vehicle maintenance histories, analyze trends, and recommend improvements to the maintenance program. Coordinate with appropriate Directors to ensure availability of vehicles to meet daily demand for all operational requirements; accident review and analysis; vehicle inspections and reporting of defects; and winter operating procedures, including snow removal. Coordinate with the Chief Financial Officer for revenue and data collections from automated fareboxes on each vehicle. Ensure timely processing of all invoices and credit memos. Inspect new vehicles for compliance with specifications and prepare warranty claims, as may be needed. Responsible for third party contractor audits as required by state and federal laws. Responsible for achieving and monitoring the performance measures established by the Board of Directors of the Authority. Presents monthly reports to the Executive Director as requested. Minimum Requirements: Five to seven years of progressively responsible experience in maintenance supervision in a union environment; 5+ years of hands‑on mechanical supervisory experience; experience working with and in public transit preferred; Ability to prioritize Authority objectives along with PMI’s and breakdowns; Excellent organizational, leadership and team‑building skills; Ability to communicate effectively and efficiently; Computer proficiency a must; This position is subject to federal regulated and required drug and alcohol testing; High school graduate with post graduate diesel technology, equipment maintenance, and maintenance management training. Excellent mechanical, organizational, supervisory, and computer skills. Positive attitude and strong work ethic are essential. Well organized and self‑directed who is a team player.
