Administrative Analyst (Admin & Advanced Planning)

Administrative Analyst Position This Administrative Analyst coordinates and supports a broad range of administrative and fiscal functions for the Division, providing support to five business lines—Concrete, Pavement, Streetscapes, Urban Forestry, and Administration. The role contributes to the Division’s commitment to public safety and risk reduction through effective administrative practices and internal controls. Key Responsibilities Formulate and administer department or division budgets, develop and manage grants and contracts, and oversee procurement at the department level. Research and analyze program or project activities, ensuring compliance and addressing regulatory issues and funding requirements. Compile and analyze data, make recommendations on policy, procedures, staffing, and organizational changes; conduct surveys and perform statistical analysis on administrative, fiscal, personnel, or operational problems. Assist in preparing program‑related grants, budgets, reports, manuals, and publications; coordinate procurement activities and related support functions for a program or project. Analyze information for preparation of grants, contracts, and agreements; assist in negotiating terms and implement, monitor, and prepare performance reports. Conduct studies, surveys, and formulate program policies and procedures; monitor and evaluate program effectiveness and outcomes; prepare periodic reports of program activities. Participate and assist in designing, implementing, and installing new and revised programs, systems, procedures, methods of operation, and forms. Coordinate and monitor administrative functions of an assigned department; compile materials and assist in preparing budgets, reports, manuals, and publications. Coordinate departmental activities and programs with other City departments, divisions, and outside agencies; represent the department in committee meetings; oversee contract service providers. Respond to complaints and requests for information; interpret and apply policies and procedures; adjudicate complaints. Make complex program or project eligibility determinations; conduct focus groups; meet with community or business groups. Prepare oral reports and presentations to City and departmental committees. Provide exceptional customer service to those contacted in the course of work. Knowledge, Skills, and Abilities Personnel administration, public administration, and program management principles and practices. Program performance measurement, systems analysis, and statistical measurement. Municipal finance, budgeting, and accounting. Procurement, contracting, and grant writing. Customer service, presentation, and meeting facilitation. Use of computers and relevant software. Interpretation and application of rules, regulations, ordinances, and policies. Effective oral and written communication. Data collection, analysis, and recommendation formulation. Management of organizational and administrative problems. Establishing effective relationships with employees, the public, and other stakeholders. Meeting multiple deadlines under acceptable quality and accuracy standards. Education and Experience Two years of full‑time paid or equivalent experience performing as a para‑professional in report writing, research, analysis, or technical support within administration, program management, or system operations. A Bachelor's Degree in public or business administration, economics, accounting, personnel, or a closely related field is required. Alternatively, an additional four years of equivalent experience may satisfy the education requirement. Special Qualifications Knowledge of auditing principles. Basic methods of statistical analysis. Experience in procurement, contracting, or grant writing.
