About the Center

Founded in 2008, the Center for New York City Neighborhoods, Inc. (the “Center”) is a not-for-profit that promotes and protects affordable homeownership so that all New Yorkers can build strong, thriving communities. With more than 18 years of experience, the Center's work spans direct services, network coordination, and systems-level intervention. It coordinates a citywide network of housing counseling and legal services providers, operates a statewide Homeowner Hub call center, and co-administers approximately $40 million annually in state funding that supports homeowner services statewide. The Center’s mission-driven CDFI, Sustainable Neighborhoods, lends approximately $7 million annually and holds approximately $100 million in net assets as of December 2025. The Center’s work is grounded in collaboration with community-based partners, public agencies, philanthropy, and national leaders in heirs’ property and housing preservation. Through these partnerships, the Center continues to develop scalable, practical solutions that preserve homeownership, stabilize communities, and expand access to economic opportunity.

Position Summary 

The Center is seeking a Senior Program Manager, Mortgage Loan Originator & Underwriter to join a team dedicated to helping middle- and working-class homeowners sustain affordable homeownership throughout New York State. This position provides mortgage lending expertise across loan origination, underwriting, compliance, pipeline management, and closing coordination for residential loan programs serving low- and moderate-income homeowners.

Blending the responsibilities of a Loan Originator and Underwriter, the Senior Program Manager will evaluate borrower eligibility and creditworthiness, structure and underwrite loans, and ensure files are complete, accurate, and compliant with applicable program, investor, and regulatory requirements. The position will also support efficient loan delivery, production goals, and the Center’s broader program objectives.

This is a full-time, exempt position. We operate under a hybrid office model, requiring staff to work a minimum of two days per week on site to support collaboration, connection, and impact. Candidates must be able to meet these in-office expectations. 

Responsibilities include but are not limited to:

• Loan Origination & Borrower Qualification
  • Conduct borrower intake, review financial documentation, assess financing needs and eligibility, and guide applicants through affordable lending programs, including home repair, down payment assistance, climate resiliency, foreclosure prevention, and heirs property stabilization.
  • Assist borrowers, including those with complex financial circumstances or hardship scenarios, in understanding loan options, documentation requirements, and next steps while ensuring complete and accurate applications.
  • Manage an active pipeline and maintain timely communication with borrowers, housing counselors, advocates, and referral partners throughout the loan process.

• Mortgage Underwriting & Credit Analysis
  • Perform manual underwriting of residential mortgage loans, evaluating income, assets, liabilities, credit, collateral, and compensating factors in accordance with CDFI credit policies, and applicable government and nonprofit program requirements.
  • Review required loan documentation, including applications, credit reports, tax returns, appraisals, title, and insurance, to assess creditworthiness and overall loan risk.
  • Render and document underwriting decisions, conditions, exceptions, and compensating factors, and monitor conditions through resolution and closing readiness.
  • Perform borrower and advocate outreach and follow-up as needed.

• Compliance & Quality Control
  • Ensure loan files comply with applicable federal, state, investor, and program requirements, including RESPA/TRID/REG Z.
  • Ensure SLAs are monitored and adhered to. 
  • Support quality-control reviews and internal and external audits, maintaining appropriate documentation of exceptions and corrective actions.
  • Review files for completeness, accuracy, disclosure timing, documentation consistency, and data integrity, identifying and resolving deficiencies that may affect loan eligibility or closing. 

• Pipeline Management & Cross-Functional Coordination
  • Manage loans from intake through underwriting and closing readiness, proactively addressing conditions, documentation gaps, and other issues to ensure timely progression.
  • Collaborate closely with internal teams, including processors and closers, and external partners to resolve loan issues, optimize loan structuring, and achieve service-level and production goals.

• Systems & Reporting
  • Maintain complete and accurate borrower, loan, and pipeline data across Byte or comparable Loan Origination System (LOS), CRM, compliance, and program systems.
  • Monitor pipeline activity and maintain accurate reporting to support management oversight, departmental KPIs, production targets, and regulatory requirements.

Skills & Qualifications

• Ability to read, understand, and interpret mortgage loan documents 
• Ability to work independently and also as part of a team 
• Ability to understand real estate finance and mortgage terminology 
• Advanced analytical skills 
• Ability to communicate succinctly, clearly, and effectively, tailoring communication based on audience
• Moderate PC skills, including Google Suite and Microsoft Office software 
• Passionate about promoting affordable homeownership, thriving and equitable New York neighborhoods 
• Able to coordinate, organize, prioritize, and execute multiple responsibilities in a fast-paced setting 
• Familiarity with Byte or comparable Loan Origination Software and Salesforce 
• Mortgage Loan Originator (NMLS) license
  • Federal law requires new licensed MLO’s to complete at least 20 hours of education approved by the NMLS, including instruction on federal mortgage-related laws, ethics (including fraud, consumer protection, and fair lending), and lending standards for nontraditional mortgage products.
  • Licensed MLO’s must comply with all relevant state and federal regulatory requirements, stay informed of changes in the mortgage industry to provide accurate advice and information to applicants, secure records of all mortgage transactions in the Loan Operating System  (LOS) , and timely upload all documentation.
