Position Overview
The Mississippi Library Commission is seeking an experienced IT Project Manager to manage E-Rate technology initiatives supporting public libraries across Mississippi. The ideal candidate will have extensive IT project management experience, strong knowledge of the USAC E-Rate Program , procurement, contract administration, strategic planning, and vendor coordination while working with library stakeholders to secure federal telecommunications funding.

Required Skills

• 10+ years of IT Project Management experience 
• 5+ years of E-Rate (USAC) experience 
• Knowledge of Mississippi procurement laws 
• Contract Administration 
• Strategic Planning 
• Experience working with Public Libraries or Library Stakeholders 
• Networking Hardware knowledge 
• USAC Portal experience 
• ISP & Vendor Migration experience 
• Staff Supervision

Key Responsibilities

• Manage E-Rate projects and coordinate technology initiatives for public libraries. 
• Perform site assessments and evaluate technology infrastructure and end-user device requirements. 
• Prepare and submit E-Rate funding applications through the USAC Portal. 
• Respond to Program Integrity Assurance (PIA) reviews and funding inquiries. 
• Manage procurement activities, contracts, and vendor relationships. 
• Develop strategic plans, policies, and standard operating procedures. 
• Coordinate ISP and vendor migrations. 
• Collaborate with library directors and stakeholders to ensure successful project delivery.
