Human Resources Business Partner

The City of Asheville is seeking a Human Resources Business Partner to serve as a trusted advisor and support resource for City leadership and employees. This onsite role in Asheville, North Carolina supports talent acquisition, employee relations, and engagement strategies that help strengthen an inclusive organizational culture. Responsibilities Advise supervisors on appropriate responses to performance issues, including coaching and discipline. Support leaders in assigned departments with administration of Human Resources policies and procedures, including areas such as time and attendance, leave, disability accommodation, compensation, and corrective action. Interpret and apply City policies for supervisors in a trusted advisor capacity. Administer talent acquisition and selection processes in collaboration with hiring authorities. Promote hiring efforts online and in person to help maintain appropriate candidate volume. Screen applicants for qualifications and job fit, and participate in interviews as appropriate. Obtain approvals for hiring and offers, then issue verbal and written offers of employment. Apply the City's formal total rewards program to guide leaders through relevant decision-making. Guide leaders through formal review processes to determine offer terms and support other discretionary requests with compensation implications, including position parameter changes and establishment of interim assignments. Author and edit job descriptions for new and existing positions in collaboration with departmental leadership, flagging significant changes for analysis of potential fiscal or compensation impact. Assist stakeholder departments with collecting and analyzing people-centric data to support workforce planning. Collaborate with department leaders to forecast needs, plan work statements, and implement recruitment strategies. Input and authorize changes to people-centric data in HR information systems (HRIS) in accordance with formal delegation of authority. Steward the integrity of data housed in the HRIS. Perform administrative investigations as authorized and directed to address allegations of misconduct, including interviewing witnesses, reviewing data, documenting findings, and recommending corrective action as appropriate. Support grievance processes and help mediate conflict resolution efforts. Meet with employees to address concerns or complaints and recommend appropriate solutions. Participate in cross-functional process improvement initiatives and propose change initiatives to refine policies and procedures to better meet departmental and organizational goals. Stay current on laws, regulations, and trends affecting the HR profession and HR operations. Perform other related duties as required. Requirements Bachelor's Degree in Human Resources, Business or Public Administration, or a related field required, supplemented by a minimum of two years of experience in employee relations, strategic consulting and talent acquisition; or an equivalent combination of education, training, and experience providing the requisite knowledge, skills, and abilities. Certification in Human Resources, such as Society of Human Resources Certified Professional (SHRM-CP). Must possess and maintain a valid North Carolina driver's license. Ability to evaluate, audit, and/or assess data using established criteria, including exercising discretion in determining actual or probable consequences and referencing results to identify and select alternatives. Ability to work with and apply principles of persuasion and/or influence to coordinate programs or activities and resolve typical problems associated with the responsibilities of the job. Ability to operate, maneuver, and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Ability to perform addition, subtraction, multiplication and division, including calculation of decimals and percentages; may include operations with fractions, and computing discount, interest, ratios, and measures such as surface areas, volumes, weights, and other calculations. Ability to apply principles of influence systems, including motivation, incentive, and leadership, and exercise independent judgment to apply facts and principles for developing approaches and resolving problems. Ability to exercise judgment, decisiveness, and creativity when evaluating information against sensory, judgmental, or subjective criteria (as distinct from clearly measurable or verifiable criteria). Ability to analyze complex information, draw logical conclusions, evaluate data from multiple sources, proactively identify potential issues, develop effective solutions, question assumptions, consider alternative perspectives, and demonstrate strong problem-solving skills. Physical ability requirements for light work: lifting no more than 20 pounds at a time with frequent lifting or carrying of objects up to 10 pounds; regular sensory input including color perception, shape or pattern recognition, and hearing or speaking in routine situations; essential functions performed without exposure to adverse environmental conditions.
