Administrative Analyst

Description We are seeking someone with strong organizational, problem‑solving, and communication skills who can effectively coordinate priorities and collaborate with teams across the organization. Under direction, manage projects, perform financial, administrative, legal, and analytical support duties; oversee assigned administrative processes, procedures and programs; and provide technical and responsible assistance to the Department. May exercise direct supervision over clerical staff. Responsibilities Research, collect, compile, and analyze information from various sources on a variety of specialized topics. Assist in the preparation and administration of assigned budget(s). Interpret and explain regulations, procedures, policies, systems, rules and precedents in response to inquiries and complaints from the public, City staff, representatives of other organizations, and others. Prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations; may prepare documents from draft and legal papers. Prepare and review council reports, resolutions, ordinances, contracts, and other documents for content and accuracy. Coordinate and monitor litigation activities. Coordinate responsive documents to requests including subpoenas and public records. May oversee the recruitment and selection process for assigned department. Develop and coordinate communications material/plans as assigned. Supervise, evaluate, and assign work of assigned clerical personnel. Prioritize and coordinate work assignments. Recommend improvements in workflow, procedures and use of equipment and forms. Perform analysis on various accounts as needed for audit and other purposes. Assist in analyzing and researching the basis for budget‑expenditure variances. Prepare various reports related to budgetary issues. Research and prepare purchase requisitions; track department purchases and maintain purchasing records. Research grant opportunities and write grant proposals; monitor existing grant programs for compliance with regulations; conduct audits. Perform related duties and responsibilities as assigned. Qualifications Experience: Four years of administrative and analytical experience, preferably within a local government environment, in the collection, compilation, and analysis of data involving financial, budgetary, legal, or administrative issues. Education: Bachelor’s degree with emphasis in public administration, accounting, business administration, finance, or a related field. For degrees obtained outside of the U.S., an official equivalency evaluation is required. Licenses and Certificates: Possession of a valid California driver’s license. Paralegal Certificate or Juris Doctor preferred when assigned to City Attorney’s Office. Special Requirements: Essential functions and duties require the following physical abilities and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations. Regularly required to talk or hear; required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Benefits Medical Insurance – City pays premium of $800 up to $2,100/month for employees and eligible dependents depending upon coverage level. Dental Insurance – City pays monthly premium for employees and eligible dependents; 2 plans. Vision Reimbursement – up to $300 per year. Life Insurance – $25,000. Accidental Death & Dismemberment – $25,000. Deferred Compensation – $1,200 per year. Public Employees Retirement System (PERS). City participates in Social Security. Executive Leave – 120 hours per year. Vacation Leave – 80 hours accrued in first year. Sick Leave – 96 hours annually. 14 Paid Holidays. 20 hours of Floating Holiday. Credit Union. Employee Assistance Program. Insurance adjustment of $150.00/year. Tuition Reimbursement Program – $5,000 per fiscal year. Education Incentive Pay – 3% for a Master’s or Doctoral Degree. Public Employees Retirement System (PERS) – 2% @ 55 for employees who are considered a "classic" member of Cal PERS or a current member of another California public retirement system hired on or after January 1, 2013. #J-18808-Ljbffr Government Jobs
