The Business Services Directorate (BSD) provides high‑quality business services to support the Lab's research initiatives by participating in cross‑functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success. Led by the Chief Financial Officer, Brookhaven’s Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, Digital Transformation Office, and the Business Operations Offices. The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately $900 million annual budget. The Business Services Directorate (BSD) has an opening for a Business Manager position within the Budget Office. This individual will report to the Budget Officer. The mission of the Budget Office at Brookhaven National Laboratory is to provide the Laboratory an efficient, cost‑effective, and mission‑focused environment in which to accept funding and control costs for a total operating budget of $900 Million. The Budget Office ensures the laboratory’s financial policies, budget allocations, and distribution of costs maximizing mission performance. Budget Office Responsibilities Recommend and implement financial policy for the laboratory. Insure the proper distribution of costs in support of the missions of the Laboratory. Interpret and implement Cost Accounting Standards (CAS). Prepare BNL’s CAS Disclosure Statement and ensure compliance. Develop and implement all indirect rates. Review and approve all standard rates and oversee for proper distribution. Receive and disburse all funds coming into the Laboratory. Oversee execution of the Laboratory’s budget and funds control. Provide AD‑Hoc, Classroom, and On‑line Training. Budget formulation, planning, and reporting in support of management decision making. Budget Systems development, maintenance, and support. Essential Duties And Responsibilities Coordinate and perform the development, analysis, and administration of the Laboratory's standard labor rates, including salary, paid absence, and fringe benefit rates, supporting the Salary Wage Pool of approximately $550 million. Conduct labor rate forecasting and analysis, evaluate workforce and compensation trends, develop rate projections, monitor actual performance against forecasts, recommend rate adjustments, and support wage pool planning activities throughout the fiscal year to facilitate effective financial planning, budgeting, cost management, and compliance with applicable requirements. Maintain, validate, and update wage pool‑related data within Human Resources, Financial, Budgeting, and Budget Submission systems to ensure the accuracy and integrity of financial planning and reporting information. Collaborate with Human Resources, Information Technology Division (ITD), and business stakeholders to maintain and validate labor distribution data within Workday, LCDS, and related financial systems. Review and analyze labor costing and organizational assignment information to ensure the accurate allocation, distribution, and reporting of labor costs in support of budgeting, financial reporting, labor rate development, and compliance requirements. Review, analyze, and monitor the Laboratory's recharge service centers, indirect cost pools, and organizational burden rates to ensure compliance, accuracy, and financial sustainability. Serve as the primary liaison and reviewer for Joint Appointment Agreements, collaborating with universities and business offices to review funding worksheets, cost allocations, and related financial documentation. Process monthly indirect burden allocations and support month‑end and year‑end financial closing activities. Provide financial expertise, analysis, and recommendations to senior management regarding labor rates, indirect costs, budget performance, compliance requirements, and related financial matters. Prepare and deliver recurring and ad hoc financial reports and analyses, including monthly wage pool performance reports, variance analyses, labor rate and labor cost projections, actual‑to‑budget comparisons, and related financial metrics. Monitor and analyze wage pool activity, staffing, and compensation trends, and forecast‑to‑actual results; identify variances and emerging issues; and provide recommendations and supporting analyses to facilitate management decision‑making, financial planning, budgeting, and cost management activities. Ensure compliance with Department of Energy (DOE) requirements, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and Prime Contract directives. Identify opportunities for process improvements, operational efficiencies, and risk mitigation. Develop and recommend solutions to complex business and financial challenges. Maintain comprehensive documentation of policies, procedures, methodologies, and internal controls related to labor rate development, cost allocations, and financial management processes. Required Knowledge, Skills, And Abilities Bachelor’s degree in Accounting, Finance, Business Administration, or a related field and a minimum of six (6) years of progressively responsible financial management, budgeting, accounting, or business experience. Advanced knowledge of budgeting, forecasting, financial analysis, cost accounting, and reporting principles. Strong understanding of GAAP, Cost Accounting Standards (CAS), and labor rate development methodologies. Demonstrated knowledge of financial systems, business processes, policies, and internal controls. Experience utilizing Enterprise Resource Planning (ERP) systems, including data extraction, query development, analysis, and reporting. Advanced proficiency in Microsoft Excel, PowerPoint, Outlook, and other Microsoft Office applications, including database and reporting tools. Proven ability to identify, analyze, and resolve complex financial and operational issues while proactively recommending process improvements and risk mitigation strategies. Excellent analytical, organizational, and problem‑solving skills with exceptional attention to detail. Strong verbal and written communication skills, including the ability to present complex financial information clearly and effectively to management. Demonstrated ability to exercise sound judgment, initiative, and discretion in a highly complex financial and administrative environment. Strong interpersonal and collaboration skills with the ability to work effectively across multiple organizations and stakeholder groups. Ability to manage multiple priorities, meet deadlines, and perform effectively in a fast‑paced environment. Demonstrated adaptability and ability to leverage emerging technologies to improve business processes and reporting capabilities. Ability to handle confidential and sensitive information with professionalism and discretion. Preferred Knowledge, Skills, And Abilities Master's degree in a related discipline is preferred. Extensive knowledge of Laboratory financial systems, policies, procedures, and business operations. Experience with PeopleSoft Financials and Human Resources systems. Significant experience developing and managing complex labor, fringe, overhead, or indirect cost rates in a government, research, academic, or similarly regulated environment. Experience supporting DOE, federally funded research organizations, or other highly regulated organizations. Other Information This is a hybrid position and requires 4 days a week onsite at BNL in Upton, NY and 1 remote day. Visa Sponsorship is not available for this position.
