Position Summary: HunaTek is seeking a Management Analyst to provide support to the Office of Assistance Coordination (WHA/AC) on our contract with the U.S. Department of State. This role requires advanced program planning, execution, monitoring, and coordination skills to support foreign assistance initiatives in the Western Hemisphere. - Apprise WH/AC Deputy Director and Director of issues as appropriate; support identification and resolution of programming issues, preferably before implementation.
- Maintain superior working knowledge of federal and State Department-specific grant and interagency agreement regulations, policies, procedures, and roles and responsibilities.
- Provide expert administrative and management support in program analysis, planning, policy development, operational implementation, and program operations.
- Prepare written and oral briefings for senior officials on meeting outcomes and status of WHA-managed programs.
- Assist with grant coordination within WHA/AC ensuring alignment with foreign policy objectives.
- Support compliance and oversight planning, grant closeouts, SOP updates, and job aid production.
- Assist with reporting on annual Performance Plans and Reports.
- Use Department web-based systems to generate new assistance awards (grants, cooperative agreements) for WHA regional and bilateral initiatives.
- Provide grants-related support to WHA/AC Grants Officer Representatives (GOR) for multiple foreign assistance-funded awards.
- Offer expert technical assistance in program planning and design prior to award; review implementer progress and financial reports and recommend corrective actions.
- Draft solicitations, evaluate proposals and concept notes, and collaborate with Grants Officers to ensure reporting requirements are met.
- Work with Grants Officers at WHA embassies to manage small grants programs, including drafting solicitations and moderating panels.
- Analyze WHA-specific program and budget proposals and present to State Department grant panels as an expert advisor.
- Collaborate with State Department offices to develop needs assessments ensuring program content supports policy and resource decisions.
- Collect and disseminate program data from partners, Posts, governments, and interagency members; incorporate non-governmental input on program effectiveness.
- Monitor implementing partners' content compliance with U.S. government standards and report on indicators of success.
- Represent and communicate WHA's program objectives and policies to other State Department and U.S. government offices.
- Liaise with WHA offices, Department bureaus, interagency offices, and WHA posts on administration, financial planning, and acquisition of program funding.
- Respond to external requests for information regarding grant programs and assistance objectives in coordination with the Deputy Director.
- Provide information to NGOs and implementing organizations on Department grants processes.
- Coordinate and communicate with embassy personnel, USG officials, private sector, universities, and civil society to meet collaboration goals.
- Represent the Department at inter- and intra-agency meetings; provide briefings to senior officials on program status and outcomes.
- Conduct Departmental, interagency, and Congressional briefings on grant programs, coordinating content with WHA/AC leadership and relevant bureaus.
- Design, coordinate, and implement WHA-specific training on program design, solicitation, and performance management for Foreign Service Officers (FSO), Civil Service Officers (CS), and Locally Employed Staff (LES).
- Oversee logistical requirements and training needs for annual WHA grants training.
- Work directly with LES and FSO grants managers at WHA posts on training and problem resolution.
- Develop and maintain outreach materials for training and Bureau representation domestically and overseas.
- Prepare justification and recommendation memoranda; provide follow-up problem-solving and technical consultations to grantees and stakeholders.
- Communicate regularly with WHA/AC staff, Department bureaus, and senior WHA personnel on foreign assistance issues and initiatives.
- Conduct site visits, performance audits, and financial reviews of assistance programs independently.
- Track program implementation effectiveness alongside the WHA/AC Performance Management Officer.
- Compile and analyze complex interagency and third-party data assessing U.S. assistance implementers' performance.
- Support program evaluations to verify achievement of requirements; collaborate on evaluation design, management, analysis, and reporting.
- Use technological platforms to design and maintain performance metrics related to WHA-administered assistance.
- Coordinate with WHA offices and embassies on assistance awards; contribute data and expertise to annual Performance Plans and Reports.
- Assess and report on accomplishments of program goals, priorities, and outcomes by collecting and disseminating programmatic information.
- Track grantee compliance with reporting and financial obligations; perform due diligence including site visits and regular check-ins.
- Conduct analyses and coordinate policy issues related to U.S. assistance programs in the Western Hemisphere.
- Liaise between WHA offices and WHA/AC, conveying policy coordination issues to stakeholders.
- Provide regular verbal and written updates on WHA-administered awards for policy officers, including drafting policy-focused talking points.
- Ensure effective execution of budget and program requirements; establish systematic methods for program execution and evaluation.
- Make recommendations on budget planning figures to meet programmatic goals.
- Develop program budgets and track foreign assistance funding expenditures.
- Recommend allocations of foreign assistance budgets to WHA leadership.
- Provide feedback to Department bureaus on foreign assistance availability and limitations due to earmarks, certifications, and funding mechanisms.
- Provide input and review of Congressional Notifications generated by or sent to WHA.
- Support Congressionally-required spend plans, Notifications, and pre-obligation reports to meet legal standards related to grants and assistance.
- Prepare and execute Congressional materials and reports related to foreign assistance program planning and execution.
- Education: Bachelor's Degree plus additional training/certifications and/or five years experience in international politics/foreign policy, research & evaluation, social science, or related fields; OR Master's Degree in these fields.
- Additional professional training in program management, executive writing, and federal budget/programming guidelines is a plus.
- Demonstrated professional-level proficiency in Spanish and/or Portuguese.
- Effective oral and written communication skills in English to formulate presentations, provide recommendations, write briefing papers and reports, conduct detailed analyses, negotiate agreements, and articulate Bureau/Department policy.
- At least 3 years' experience in WHA-managed foreign assistance project administration and/or oversight.
- Education and/or equivalent experience in Latin America issues.
- Experience assisting in planning conferences, events, grants management trainings, or presentations for senior officials.
- Demonstrated experience with budget planning, execution, and collating quantitative and qualitative data.
- Experience in public outreach campaigns and training diverse audiences.
- Knowledge of State Department and federal grants management.
- Experience working on teams responsible for strategic planning, budget formulation and execution, grants management, and performance measurement.
- Experience teaching, coaching, and mentoring professionals on program management, evaluations, monitoring, and foreign assistance.
- Ability to solve complex policy and programmatic problems through coordination.
- Proficiency in qualitative and quantitative research methods.
- Ability to manage multiple tasks, coordinate with multiple U.S. embassies and bureaus, act decisively, and work well in a fast-paced, multicultural team environment.
- Understanding of Congressional appropriations, budget allocation, and Notification procedures.
- Strong organizational, communication, interpersonal, and computer skills.
- Ability to work independently, assess priorities, and manage daily coordination with minimal supervision.
