Workforce Development CoordinatorUnder the supervision of the Deputy Health Officer – Administration, the Workforce Development Coordinator leads and develops the Health Department's workforce development activities with a special emphasis on emergency preparedness and response, workplace culture, training/professional development, and workforce recruitment and retention. Collaborates with others from all branches of the department to lead and develop workforce development initiatives to create, sustain, and retain a viable workforce that can support current and future needs. Researches, develops, and advocates for systems-level improvements related to workforce development.Essential FunctionsLeads the Department's internal effort to create, sustain, and retain a viable workforce that can support current and future needs, including COVID-19 response and other pandemic preparedness. Works collaboratively across Department divisions to develop, lead, and evaluate multiple department efforts to improve workplace culture.Utilizing synthesized analysis from data and research, evaluates and integrates internal Department improvements regarding workplace culture, leadership development, and employee orientation and onboarding. Prepares regular executive strategic reports outlining departmental workforce needs.Leads, facilitates, and supports the Department's Workforce Development Committee, composed of multiple employees across the Department. Manages and supports the work of multiple ongoing workforce development project workgroups to achieve the goals and objectives of the Department's workforce development plan.Creates, implements, and evaluates a department-wide workforce development plan. Leads and facilitates workforce development components of Department-required accreditation standards. Assists with Department strategic planning efforts.Analyzes staff training needs and manages Department-wide staff training initiatives to improve public health workforce competencies and capabilities. Develops, coordinates, and conducts targeted training programs delivered to Department employees. This work is in collaboration with other Community Health Planning and Partnerships Branch staff, such as the Health Educator II and Emergency Preparedness Coordinator.Collaborates with the Department Health Equity and Social Justice Coordinator and Ingham County Diversity, Equity, and Inclusion Director to ensure employee diversity, equity, and inclusion goals and strategies are fully integrated into the Department's workforce development efforts. Obtains and analyzes public health workforce data in regards to staff equity and cultural competencies. Collaborates with the Health Communications Specialist to ensure workforce development efforts are incorporated into the Department's Communications Plans.Leads, designs, collects, analyzes, and presents qualitative and quantitative data findings for use in informing workforce development planning and evaluation. Conducts intra-industry and cross-industry workforce development research, in collaboration with community stakeholders as needed, to accurately assess and analyze Department workforce goals and strategies.Collects, analyzes, and appropriately stores internal data for quarterly and yearly Department workforce turnover rates. Prepares workforce turnover progress reports for the Department executive team.Under the general direction of the Deputy Health Officer of Administration and Chief Financial Officer, develops and oversees the Department's Workforce Development budget. Researches, develops, and writes appropriate grant proposals as needed for funds in support of workforce development efforts. Assists in developing project cost and benefit estimates to establish new project worth. Analyzes workforce development project investment costs, benefits and risks.Develops mutually beneficial partnerships within the community to advance the recruitment and retention of health department staff, including training programs, apprenticeship programs, and educational institutions. Manages, maintains, and evaluates the Department's internal academic internship process and relationships with academic institutional partners to increase the number of new professionals experienced in public health and clinical practice and encourage student-to-employee pathways.Develops, manages, evaluates, and participates in Department newly hired employee orientation and onboarding strategies and events.Creates, leads, and implements marketing and outreach strategies and materials to recruit under-represented persons for employment at the Health Department.Oversees, coordinates, and maintains the internal mentorship program within the health department. Coordinates staff mentorship matches. Develops and delivers staff mentor training as needed.Coordinates the Health Department's Academic Health Department program and activities.In collaboration with the Department Policy Analyst, advocates for local, state and national changes in policy, funding, programs and services to strengthen public health workforce capacity.Other Functions:Performs other duties as assigned.Must adhere to departmental standards in regard to HIPAA and other privacy issues.During a public health emergency, the employee may be required to perform duties similar to, but not limited, to those in their job description.(An employee in this position may be called upon to do any or all of the above tasks. These examples do not include all of the tasks which the employee may be expected to perform.)Employment QualificationsA Master's degree and a minimum of 3 years of experience in public health, workforce development, business development, or human resources in a health department or governmental setting.ORA Bachelor's degree and a minimum of 5 years of experience in public health, workforce development, business development, or human resources in a health department or governmental setting.Other Requirements:Must possess excellent writing, analytical and communication skillsStrong independent research and data analysis skillsStrong collaborative work experience facilitating projects with diverse partners1-3 years of project management experience(The qualifications listed above are intended to represent the minimum skills and experience levels associated with performing the duties and responsibilities contained in this job description.
