What You'll Own
You'll have responsibility for the overall success of an affordable housing community, leading every aspect of operations while working closely with our Leasing, Compliance, Maintenance, Accounting, and Asset Management experts. Your responsibilities will include:
Leadership
- Create a culture of portfolio ownership that results in exceptional resident service and a sense of community.
- Lead, coach, develop and review the performance of your Assistant Property Manager.
- Organize and lead regular meetings with your Assistant Property Manager and any other necessary coworkers to manage workload and/or resolve obstacles, challenges and issues with that workload.
- Participate in interviewing, onboarding, training, and mentoring future Property Managers and Assistant Property Managers.
Property Operations
- Direct the day-to-day operations of your community.
- Keep office operations organized, responsive, and efficient.
- Identify operational issues before they become larger problems.
- Maintain accurate records and ensure deadlines are consistently met.
Resident Relations & Asset Protection
- Resolve complex resident concerns and lease issues with professionalism and consistency.
- Balance empathy with accountability while protecting the property's long-term success.
- Foster positive resident relationships that encourage lease renewals and community pride.
Affordable Housing Compliance
- Partner with our Compliance team to ensure regulatory requirements are met.
- Oversee certifications, recertifications, inspections, and agency audits.
- Ensure your team maintains accurate documentation and follows established procedures.
Financial & Property Performance
- Monitor rent collections, delinquency, and occupancy.
- Understand your property's financial performance and identify opportunities to improve results.
- Develop strategies that reduce turnover, improve resident retention, and strengthen long-term asset value.
- Look for creative ways to increase revenue and reduce expenses.
Maintenance & Capital Planning
- Work closely with Maintenance to ensure excellent property conditions.
- Oversee routine and preventative maintenance planning.

Under general direction of Portfolio Manager, provides day-to-day management of assigned property including collecting rent, leasing apartments, supervises administrative staff, addressing tenant issues and enforcing leases in accordance with HUD and company regulations, policies and procedures.
ESSENTIAL FUNCTIONS
- Supervises all aspects of project operations, including the supervision of all assigned administrative staff.
- Responsible for leasing, occupancy of all dwelling units and collecting rent at the local management level as determined by existing policies and procedures.
- Provides orientation to prospective tenants regarding HUD rules and regulations.
- Inspects and supervises the maintenance of grounds and buildings, to include but not limited to the conducting of housekeeping inspections in accordance with the established policies and procedures.
- Interfaces with other departments, employees, social service agencies, etc. regarding needs of residents.
- Attempts to resolve tenant/management problems and supervises the necessary assistance to tenant community activities in accordance with established management procedures.
- Supervises the maintenance of necessary records and the preparation of required reports.
- Conducts rent counseling sessions and serve required notices.
- Counsels residents regarding delinquent rent or lease violations.
- Informs supervisor of any adverse conditions or situations which pose a threat to the health and safety of residents, staff and property.
- Completes special building projects through obtaining bids and contracting with vendors.
- Submits forms, invoices and reports timely.
- Provides leadership, example, and direction to staff.
- Represents the agency internally and externally as appropriate
- Assures HUD and agency regulations are followed.
- Trains staff on policies and procedures.
- Monitors productivity, efficiency, quality, timeliness and completion of all housing operations and new applications to achieve maximum occupancy.
- Monitors work of subordinates for accuracy, conformance to policy and achievement of goals as well as the work of multiple work units that have related functions: responsibility for the work includes: accuracy, quantity, quality, and completeness.
- Performs routine supervisory duties including: selection of new employees, performance evaluation and maintaining discipline.
- Conducts staff meetings with supervisors and/or other division employees to provide and obtain information about the program or to train subordinates in specific areas.
- Assures adherence to the agency’s Tenant Selection Plans.
- Performs all duties in accordance with agency policies.
OTHER DUTIES AND RESPONSIBILITIES
- Prepares documents for legal proceedings/cases.
- Complies with applicable job-related local, state, and federal regulations.
- Responsible for safety while performing all facets of job and observes all agency safety procedures, as well as all local, state, and federal safety laws and regulations.
- Promotes positive customer relations.
- Performs other duties as assigned.
ADDITIONAL WORKING CONDITIONS
- Requires availability to work beyond normal workday.
- Work environment consists substantially of on-site office work as well outdoor to inspect grounds.
- Occasional travel to various work locations in all weather conditions. Must have own transportation.
- Position requires the need to walk, sit, and/or stand for extended periods of time.
- Requires stooping, bending, crouching and/or reaching for files or tools.
- Frequent repetitive hand movement (e.g. typing).
- May lift, carry and/or push up to 20 pounds.
- Appointees will be required to possess a valid driver's license and be insurable according to agency guidelines only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
EDUCATION, EXPERIENCE AND/OR CERTIFICATION
- Bachelor’s degree (BA) or equivalent in a related field of study from a four-year accredited college or university preferred.
- Two (2) years related supervisory work experience required.
- Tax Credit Certified
- Blended Occupancy Certified
- Public Housing/HCV Rent Calculation Certified
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
- Extensive knowledge of applicable national, state and local rules, regulations, statutes, policies and procedures regarding Low-Income Housing Tax Credit, Project Based Vouchers, or other housing type as determined by the agency at the time of job posting.
- Ability to write and develop appropriate policies and procedures for operations and compliance.
- Extensive knowledge of the modern principles, practices, and techniques for: housing management; budgeting and budget preparation; and data processing.
- Knowledge of problems and needs of families in low-income housing.
- Knowledge of building and grounds maintenance.
- Knowledge of fair housing, tenant, and landlord regulations.
- Organizational and problem-solving skills.
- Demonstrated computer literacy including knowledge of Microsoft Word, Excel, and Teams, and related applications.
- Knowledge of Appfolio property management software
- Ability to perform accurate mathematical functions.
- Ability to write and proofread materials for accuracy.
- Ability to multi-task and prioritize responsibilities.
- Ability to communicate and interact appropriately with the general public, applicants, residents, and staff.
