Public Safety Dispatcher I/II (20744556) The City of Lincoln is located in Northern California and maintains a small‑town charm while supporting a growing community. The Congressional Office of the Lincoln Police Department is seeking Public Safety Dispatchers I/II. A City of Opportunity Our Mission Statement: To provide the highest level of service responsive to our community's expectations and to enhance the quality of life and economic vitality. The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department. Interested applicants may submit their application to be part of the applicant pool. As new vacancies occur, the recruitment team will review applications for consideration. The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non‑emergency calls for police, fire and other city services, prioritize calls and dispatch public safety units as needed. Heavy phone and radio use is a primary duty of the position. Other duties include clerical and specialized record‑keeping functions.

ESSENTIAL FUNCTIONS

Receive and enter calls for police, fire and medical service in CAD; dispatch and track field units; interpret level of service needed and coordinate multi‑agency responses. Respond to questions and concerns from the general public, department staff and other agencies; take and record telephone and counter reports; provide information and resolve service issues. Enter and maintain accurate data in the California Law Enforcement Telecommunications System (CLETS) and other state and local automated systems; validate records and release impounded vehicles; process reports and citations; collect and maintain statistical information. Photocopy and distribute crime, incident, arrest and accident reports to the public and various agencies; prepare reports for court and apply federal, state and local laws when releasing information. Establish positive working relationships with community organizations, state/local agencies and associations, city management and staff, and the public.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of civil, criminal and municipal provisions related to the Police Department’s activities, law‑enforcement, fire and other operating procedures, the city’s geography, and communication protocols. Skill to operate office computers, word‑processing applications and specialized law‑enforcement automated information systems; type accurately at 35 words per minute. Ability to perform complex work with speed and accuracy; remain calm under emergency situations; work flexible hours including evenings, weekends and split shifts; learn basic Spanish for communication; interpret, explain and apply laws, codes and regulations; read, interpret and record data accurately; organise, prioritise and follow up on assignments; work independently and as part of a team; make sound decisions within established guidelines; observe safety principles; communicate clearly and concisely.

MINIMUM QUALIFICATIONS

Education and/or Experience Public Safety Dispatcher I: One year of work experience involving public contact and record keeping, and a high school diploma or equivalent. Public Safety Dispatcher II: In addition to the above, three years of experience equivalent to that of a Public Safety Dispatcher I in the City of Lincoln. License/Certificate Possession of, or ability to obtain, a valid Class C California driver’s license. Must obtain a Dispatch Certificate from P.O.S.T. within one year of appointment as a Public Safety Dispatcher I. This position is in the Lincoln Police Officer's Association. The probation period is 12 months.

Retirement: PERS 2% at 60 for classic members and 2% at 62 for new members; employee pays percentage plus 3% employer share; Social Security participation and voluntary deferred compensation accounts. Annual paid leaves: Vacation accrues based on years of service; sick leave accrues at one day per month; 10 city‑paid holidays and 16 hours of floating holiday, with cash‑out option if unused. The selection process may include an in‑basket exercise, individual interviews, panel interviews or other related components. Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. The candidate selected will be required to complete a background check including reference checks, fingerprint check, medical/drug‑test evaluation and other related components.
