Accepting Online Applications Only Information on How to Apply The Planning & Development Department is seeking up to two detail-oriented, collaborative professionals to join our Building & Permit Services Public Works Review Team. In this role, you’ll be at the heart of the City’s development review process, helping ensure projects meet our community’s standards for safety, sustainability, and quality of life. You’ll review a variety of development applications, focusing on access management, stormwater, wastewater, floodplain development, transportation, and other site-related impacts. You’ll apply your knowledge to ensure compliance with Federal, State, and local regulations and collaborate with multiple City divisions on solutions. Along the way, you’ll work closely with design professionals, developers, and community members providing clear guidance, technical expertise, and excellent customer service. You’ll balance a varied caseload through strong time management, daily prioritization, and effective project planning. Additionally, this posting may be used to fill a second position as a Limited Duration, Acting-in-Capacity, or Career Development assignment, to be determined at the time of offer. Classification Engineering Permit Technician 1 Engineering Permit Technician 2 Salary Engineering Permit Technician 1: $34.21 - $42.62 hourly ($71,156.80 - $88,649.60 annually) Engineering Permit Technician 2: $37.34 - $46.54 hourly ($77,667.20 - $96,803.20 annually) The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA). Department, Division: Planning & Development, Building & Permit Services Union Representation: American Federation of State, County and Municipal Employees (AFSCME) Work Location: Atrium Building, 99 West 10 Avenue, Eugene, OR Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. with flexibility per business need. The City of Eugene is shifting to a work environment of primarily in-office work to foster collaboration and connection. New employees must work on site full-time for the duration of their probationary period. Following the probationary period employees in the Associate Planner position may utilize a flexible work schedule of 3-4 days a week in the office, per the Alternative Work Policy. About Limited Duration Positions This Limited Duration position could last up to 12 months per business need. If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position. Employees hired into Limited Duration positions will be members of the AFSCME bargaining unit and covered by the contract except for items outlined below: Limited Duration employees are at‑will and do not have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights. About the Acting in Capacity Assignment This Acting in Capacity position could last up to 12 months per business need. At the end of the assignment, you will return to your regular position. You must meet the minimum qualifications for the Acting in Capacity position. You must receive permission from your supervisor to apply. About the Career Development Assignment This Career Development opportunity could last up to 12 months per business need. At the end of the assignment, you will return to your regular position. If selected, candidates considered for a career development opportunity will be compensated at their current rate of pay consistent with applicable collective bargaining agreement or APM. Responsibilities Conducts technical review of development plans to assure interface of private and public infrastructure complies with applicable policies and regulations. Drafts plan review comments addressing deficiencies and potential approval conditions. Determines appropriate connection point, materials, and methods of private wastewater system connection to the public system. Evaluates applications and issues permits for connections to public sewers and work within public rights-of-way. Evaluates stormwater discharge requirements, including availability of public system, method of connection, compliance with adopted standards, and evaluation of private systems for capacity and stormwater quality. Performs analysis of transportation issues, including access connection and sidewalk requirements, traffic circulation, need for Traffic Impact Analysis, other potential on-site or off-site improvements, and conflicts within the public right-of-way. Identifies presence of Special Flood Hazard Areas on development sites; communicates necessary actions to meet local, State, and Federal requirements for construction within the floodplain; provides floodplain information to the public; may coordinate the City’s floodplain management program, including participation in the National Flood Insurance Program and Community Rating System. Evaluates site plans for impacts to natural resources, including wetlands; determines if development triggers other local, State, or Federal requirements. Determines appropriate use classifications for new development or changes in use for Systems Development Charge review; calculates appropriate charges and credits. Participates in meetings with customers, developers, design professionals, and City departments to identify issues and infrastructure-related problems and determine acceptable alternatives during the development process; explains Public Works policies and procedures. Provides input for land use applications such as Adjustment Review, Conditional Use, and Site Review. Researches infrastructure maps and records in response to customer inquiries; resolves issues related to plan review. Periodically takes on special projects or acts as coordinator or liaison for work group issues within the organization. May conduct field site visits to verify or clarify aspects of permit plans. Researches and interprets City/County records; verifies boundary and right-of-way location from records and found survey monuments; identifies boundary line problems and makes recommendations for resolution. Provides training and guidance to administrative staff and other Engineering Permit Technicians within assigned training and program area. May be required to drive to construction sites and to meet with contractors. Actively supports and respects diversity in the workplace. Supervision Received and Exercised Receives supervision from the Permit and Erosion Supervisor and from other Building and Permit Services supervisory staff. Engineering Permit Technician 1 may receive lead direction from Engineering Permit Technician 2. Oregon law requires that an out‑of‑state license holder obtain a valid Oregon license within 30 days of becoming domiciled in the state. Working Conditions Regular focus on a computer screen. Daily use of personal computer. Daily standing and sitting for prolonged periods. Occasional attendance at meetings or activities outside of normal working hours. Occasional operation of a motor vehicle on public roads. Occasional physical exposures of inspectors including buildings, lots, and construction sites. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes.
