Seal Coat Specialist V or VI (Construction Inspector) - Houston District Headquarters

Construction Inspector V Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications. Acts as a consultant regarding work progress and problem resolution, trains others, and may lead professional and technical employees. Works under a licensed professional engineer who has full authority for final approval of all engineering‑related work. Requires contact with other governmental agencies and contractors, and may perform material tests or manufacturing process inspections at fabrication sites. Employees at this level are virtually self‑supervising and assume direct accountability for the work product. Construction Inspector VI Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications, particularly on complex projects in a metropolitan area. Acts as a consultant regarding work progress and highly advanced problem resolution. May lead professional and technical employees, train others, and conduct material tests or manufacturing process inspections at fabrication sites. Requires contact with contractors. Employees at this level are virtually self‑supervising and assume direct accountability for the work product. Essential Duties – Construction Inspector V Performs engineering‑related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development. Trains and makes training‑related recommendations to staff on new operations. Analyzes procedures to identify deficiencies and recommends improvements to management. Attends pre‑construction meetings and answers questions from contractors and other attendees. Ensures adequate levels of equipment and materials are assigned to projects and that material tests are performed and meet required standards. May assist in planning and coordinating office operations. May serve as a lead worker or project leader. Documents work progress and issues arising throughout the scope of the project. Mentors and develops technical employees in test and inspection procedures and material specifications. Performs other job responsibilities as assigned. Essential Duties – Construction Inspector VI Includes all essential duties listed for Construction Inspector V. Ensures contractors build roadways, bridges, and related highway structures and/or airport improvements in accordance with plans and specifications. Observes and inspects ongoing construction work. Performs other job responsibilities as assigned. Minimum Qualifications – Construction Inspector V Education: High School graduate or equivalent in general high school studies. Experience: 4 years of experience in construction inspection or transportation engineering (full‑time or prorated part‑time). Related college education or technical training may be substituted for experience at a one‑year‑per‑year basis. Licenses and Certifications: Valid driver's license; position requires driving a state vehicle. Minimum Qualifications – Construction Inspector VI Education: High School graduate or equivalent in general high school studies. Experience: 5 years of experience in construction inspection or transportation engineering (full‑time or prorated part‑time). Related college education or technical training may be substituted for experience at a one‑year‑per‑year basis. Licenses and Certifications: Valid driver's license; position requires driving a state vehicle. Preferred Qualifications Extensive knowledge of seal coat applications and other related pavement preservation techniques. Knowledge of herbicide application techniques and planning. Competencies – Construction Inspector V Extensive knowledge of applicable plans, specifications and estimates preparation, review, processing and compliance requirements; applicable inspection methods, procedures and techniques; applicable testing methods, processes and procedures; basic traffic management and control procedures. Considerable knowledge of persuasion and negotiation of critical issues. Expert skill in leading, assigning, reviewing and monitoring the work of others; maintaining a safe and effective working relationship with others; overseeing and coordinating projects and program activities; instructing others in a classroom, office or field environment. Competencies – Construction Inspector VI Includes all competencies listed for Construction Inspector V and additionally: Expert skill in interpreting applicable information. Proficient skill in instructing others and using computers, applicable programs, applications and systems. Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals. Physical Requirements Subject to environmental conditions; protection from weather but not temperature changes. Subject to inside and outside environmental conditions. Subject to hazards – moving vehicles/mechanical parts, high places/heat, or chemicals. Required to wear protective gear – respirator, hard hat, or other devices. Light work: lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs. Standing – prolonged periods of time. Talking – expressing or exchanging ideas by spoken words. Close visual acuity – work includes data/figures; view a computer screen; extensive reading. Visual acuity – determine work quality/make general observations of facilities/structures.
