General Information Work Location: 2101 47th Terrace East, Bradenton, Florida 34203 Work Hours: Hours will vary; 12-hour rotating shift that may be 7am-7pm or 7pm-7am Expected Starting Hourly Range: $37.56 - $46.95 Working a rotating 12-hour shift is required. Provides direct and indirect management, supervision and support of EMS day-to-day operations and field personnel. Identifies immediate system response needs and mitigates immediate response issues. Ensures the citizens of and visitors to Manatee County receive prompt, compassionate, clinically excellent emergency medical care and preventative services in a highly reliable, efficient, and professional manner with a focus on overall EMS system management. Manages effectively and efficiently the day-to-day operations of a dynamic and complex emergency medical services delivery system. Note: FRS Retirement Special Risk. Safety-sensitive position requiring random drug testing. Note: This position is designated by the Manatee County Board of County Commissioners as serving at the will and pleasure of the County Administrator. Working Conditions Typical indoor office environment. Periodic outdoor field work is required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. May be required to lift and carry patients weighing in excess of 250 pounds, with assistance, without causing harm or aggravating injuries to the patient. Position requires visual acuity, depth perception, and ability to hear and identify sounds. Regularly required to drive County vehicles as part of the duties of the job. Occasional high-stress situations that may involve angry or frustrated citizens. Periodically required to work other than normal business hours, including nights and weekends. Job Description Essential Functions Ensures County-wide service delivery of prompt, effective and professional emergency services through proper scheduling and staffing of personnel, and by proper allocation of related resources. Responds to major Incidents, emergency medical service, rescue incidents, and other emergency service calls; operates in an incident command structure (may assume command and general staff positions as needed). Serves as a staff duty officer on a rotational basis. Communicates performance expectations, evaluates performance in a timely manner. Provides feedback and guidance to employees by recommending training and education, administering corrective action, coaching, and counseling team members. Addresses employee personal/performance issues, conflict management, and participates in the grievance process. Assists in the development, administration and monitoring of the division budget including providing background information and data interpretation. Prepares and reviews forms, reports, schedules, and other administrative documents in order to brief Assistant Chief(s) or the EMS Chief routinely on division matters. Coordinates and communicates with fellow division leadership on matters related to, but not limited to, accidents, injuries, loss or damage to property, etc. Receives and interprets daily logs, e-mails, telephone calls and in-person requests related to system operational needs and/or vehicle, station, and equipment repair. Evaluates develops and prioritizes tasks for accomplishment during work shift. Collaborates with staff to implement the necessary changes to support the needs of the EMS System involving staffing, deployment, special operations, and personnel. Establishes expectations and clear direction to meet goals and objectives of the EMS system with assigned employees. Motivates and engages these employees through effective communication. Interprets and enforces policies, protocol, and work standards. Evaluates employee performance through direct observation and review of clinical and operational performance reports in accordance with established policies, procedures, protocols, and expectations. Drafts employee evaluations. Develops employee goals, then assists with the implementation and achievement of those goals and expectations. Recognizes and evaluates skills of potential and existing employees, as well as identifies how to acquire and/or further develop those skills. Provides necessary progressive discipline, including coaching and formal measures. Coordinates investigations and acts as a mediator. Plans and conducts effective meetings related to employee performance. Reacts to situations and quickly adapts to various scenarios. Solves problems and multi-tasks in ever changing and sometimes distracting environments. Communicates in a respectful manner during routine to significantly stressful situations through written, oral and/or visual means, with all individuals and groups of individuals, regardless of their age, gender, educational level, socioeconomic status, etc. Takes command of a scene and effectively operates within and with a full understanding of an Incident Command System. Directs the work of others in a collaborative and cooperative manner. Operates an emergency vehicle in a safe and respectful manner in emergency mode (lights and sirens) and in non-emergency mode during all hours of the day and night, in all types of traffic and weather conditions. Works effectively both as an individual and as a leader. Directs investigations and prepares reports for work-related accidents, such as vehicle accidents, employee injuries, and injuries to patients. Maintains confidentiality and protects sensitive data at all times, in accordance with HIPAA laws, organizational and department policies and procedures. Functions effectively in a physically demanding environment, requiring strength, flexibility and endurance. Wears personal protective equipment such as turnout gear, chemical protective clothing and respiratory protection when needed. Participates in Continuing Medical Education, Clinical Continuous Quality Improvement, and other departmental programs, goals and objectives as directed by the supervisory staff or the EMS Chief. Completes quality assurance, data entry, and reviews patient care reports for compliance with protocols, completeness, and accuracy as assigned by the Office of Clinical Affairs. Participates in required meetings and training. Participates in various department specific committees regarding decisions on protocols, equipment, vehicles, uniforms, etc. IMPORTANT* In the event of an emergency, as determined by the County Administrator or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training. Minimum Qualifications High school graduate/equivalent. Minimum of two (2) years’ experience functioning independently as a Charge Paramedic. Associates degree in Paramedicine, Emergency Medical Technology, or a related field desired. Two Or More Years Previous Supervisory Experience Is Required. State of Florida Driver’s license and Paramedic Certification within 30 days of hire. All required certifications must remain current and active. A comparable combination of education, training, and work experience that provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications. Bachelor’s degree preferred. Knowledge, Skills, And Abilities Supervisory skills with the ability to provide guidance and professional support to staff, offer regular feedback, hold staff accountable, and serve as a mentor. Tasked with working in a confidential capacity to support the County in developing policies relevant to collective bargaining agreements, administering such agreements, and preparing for negotiations related to collective bargaining. Ability to monitor/assess the performance of yourself, other individuals, or organizations to make improvements or take corrective action. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources. Ability to demonstrate excellence in critical thinking, communications, prioritization and conflict resolution skills. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Ability to interact and communicate effectively with individuals and/or groups at all levels of the organization and within the community with tact and diplomacy. Communication may be verbal or written. Ability to handle confidential and sensitive information with tact and discretion. Ability to maintain knowledge of Manatee County EMS System treatment protocols and procedures, and Manatee County EMS operating guidelines. Ability to maintain familiarity with emergency and prehospital medical care by constantly keeping up to date with mandatory paid continuing education required to maintain certification. Knowledge of the information and techniques needed to diagnose and treat human injuries, diseases, and deformities. This includes symptoms, treatment alternatives, drug properties and interactions, and preventive health-care measures.
