The primary purpose of this position is: to serve as a first level supervisor and Division Chief over several civilian Human Resources Specialists providing the full range of civilian personnel and civilian resources strategic and operational advisory services to HQ staff leaders, wing leaders, and Force Support Squadrons. - Plans, organizes, and directs the activities of the Civilian Personnel Programs Division ensuring civilian personnel programs, staff members and servicing personnel offices comply with legal and regulatory requirements in the advisory services provided and operations meet the customer service needs of the varied command customers.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Represents the Civilian Personnel Division with a variety of command, installation and functional area organizations. Establishes, develops, and maintains effective working relationships with command leadership and management officials at all levels.
- Serves as a command level action officer on a wide range of HR functions. Provides program operations, technical guidance, and management advisory services across AFDW and SAF/AA (labor).
- Completes additional projects and initiatives either self-determined or presented to the staff by leadership and represents the A 1/the command at a variety of efforts/events.

- This position is Centrally Managed; PCS is authorized and will be paid by the career field

- This position is subject to provisions of the DoD Priority Placement Program
- Must be able to obtain and maintain a Secret Security Clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain a Secret clearance.
- May occasionally be required to work other than normal duty hours.

- Must demonstrate a high level of self-motivation and ingenuity in developing operational policies and procedures.
- This is a supervisory position; a one-year supervisory probationary period is required. Must be able and willing to assume a lead/supervisory position.
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- Expert knowledge of a wide range of Federal Human Resources laws, executive orders, code of federal regulations, OPM regulations, regulations, directives, instructions, policies, processes and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor management relations, employee performance and conduct, and other personnel programs.
- Knowledge of safety and security regulations, practices, and procedures.
- Expert knowledge of personnel management, EEO, and safety and security regulations, practices and procedures.
- Knowledge of advanced Federal Human Capital Management principles, concepts, practices analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skills sufficient to resolve complex HR problems not susceptible to treatment by standard methods.
- Ability to analyze, plan, and adjust work operations of a human Resources staff segments to meet program requirements and objectives within available resource.
- Ability to communicate effectively, both orally and in writing.
