The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

The Executive Producer in concert with the CCSO leads editorial and production for PHLgovTV. This role will launch and sustain an original programming schedule of three new series premiering September 30, 2026, while managing live broadcast operations, field production, and a growing distribution presence across cable, livestream, YouTube, Roku, Apple TV, and social media. 

The Executive Producer in concert with the CCSO maintains editorial authority over all PHLgovTV original programming, sets journalistic and creative standards, manages the production budget, supervises a four-person production staff (Senior Producer, Producer, Multiplatform Producer, and Production Technician), coordinates production and hearing-coverage scheduling with the Master Control & Facilities Engineer (Production Lead), coordinates community content partners, and ensures every episode and live broadcast meets PHLgovTV’s quality, accessibility, and mission standards. 

This is a hands-on production leadership role. The Executive Producer is expected to write, produce, and — where capacity requires — direct and edit, not only manage. The ideal candidate has deep familiarity with Philadelphia’s neighborhoods, civic institutions, and government structure, and brings a demonstrated commitment to public-interest journalism and community storytelling. 

1. Editorial & Show-Running 

• Maintain PHLgovTV’s editorial identity, voice, and journalistic standards across all original programming and live broadcasts. 

• Develop season plans, episode concepts, and rundowns for PHLgovTV’s inaugural original series, including Her Seat at the Table and the weekly neighborhood field magazine. 

• Write or oversee segment scripts, run-of-show documents, guest briefing materials, and interview questions for all produced programming. 

• Make editorial decisions regarding content, guests, story angles, and on-air presentation, coordinating with the CCSO in keeping with PHLgovTV’s published Editorial Standards Policy. 

• Ensure all programming aligns with the Mayor’s five strategic priorities. 

2. Production Supervision & Day-to-Day Operations 

• Directly supervise the Senior Producer, Multiplatform Producer, and Production Technician; build and maintain the weekly production calendar coordinating episode shoots, post-production deadlines, and publishing schedules. 

• Produce and direct studio shoots for original programming, including talent direction, guest coordination, and technical oversight of the studio environment. 

• Supervise field production, managing multi-person crews, location logistics, filming permits, and on-location safety protocols. 

• Oversee all post-production workflows: footage ingest, edit review and feedback, graphics coordination with OIT Creative Services, and final QC before broadcast delivery to TelVue. 

• Manage deployment of the LiveU LU300S 5G field streaming unit for remote live broadcasts. 

3. Government & Civic Transparency Broadcasting 

• Coordinate with the PHLGovTV Production Lead on live broadcast scheduling for Philadelphia City Council sessions, committee hearings, Planning Commission, and Zoning Board; ensure all proceedings are broadcast unedited, in full, and archived in the Philadelphia Citizen’s Hub. 

• Produce supplemental content for the searchable government proceedings archive, including pre- and post-hearing context segments, committee explainers, and searchable metadata. 

• Ensure PHLgovTV is integrated into the City’s emergency communications protocols, including the OEM-governed emergency crawl activation/deactivation workflow. 

• Uphold PHLgovTV’s editorial standards: equitable coverage of all elected officials. 

4. Digital Distribution & Social Media Coordination 

• Coordinate with the Director of Digital Strategies and the Multiplatform Producer on PHLgovTV social media content: episode clips, promotional graphics, and platform-specific cuts for Instagram, YouTube, and Facebook. 

• Oversee the PHLgovTV YouTube channel: episode uploads, titles, descriptions, chapter markers for government hearings, and playlist organization. 

• Support OIT’s rollout of PHLgovTV on Roku, Apple TV, and Amazon Fire TV via TelVue CloudCast OTT, managing content organization and metadata within TelVue Connect. 

• Ensure all distributed content meets PHLgovTV’s accessibility standards: closed captions submitted within 72 hours of broadcast; bilingual EN/ES PSA versions produced from launch. 

5. Community & Partner Relationships 

• Develop and maintain relationships with the Greater Philadelphia Cultural Alliance, neighborhood CDCs, housing nonprofits (PHDC, DHCD), the School District of Philadelphia, and community media organizations as content and co-production partners. 

• Support programming development for the Simons Recreation Center broadcast facility as a neighborhood origination point from December 2026. 

6. KPI Tracking & Reporting 

• Maintain the PHLgovTV production log: track all episodes produced, government hearings broadcast, PSAs aired, and community content submissions received, reviewed, and aired. 

• Contribute to the monthly KPI dashboard and annual Local Content and Service Report. 

Competencies, Knowledge, Skills and Abilities 

• Strong editorial judgment in public affairs, civic journalism, and documentary production — ability to identify compelling stories and structure narrative content for a civic audience. 

• Hands-on proficiency with professional broadcast production workflows: scripting, pre-production planning, studio and field directing, and post-production review. 

• Demonstrated ability to produce high-quality content on a recurring schedule with a small team and limited resources. 

• Familiarity with broadcast graphics systems (Ross Xpression or equivalent character generators) and on-air lower-third standards. 

• Working knowledge of professional broadcast equipment including production switchers, PTZ camera systems, and signal routing platforms (Ross Video Ultrix/Carbonite a plus); proficiency in NLE editing software (Adobe Premiere Pro, DaVinci Resolve, or equivalent). 

• Understanding of live streaming infrastructure and CDN distribution — experience with TelVue, LiveU, or comparable broadcast IP transmission systems a plus. 

• Familiarity with ADA Title II closed captioning requirements, broadcast captioning workflows, and project management tools (Wrike, Asana, or equivalent). 

• Proven ability to lead small production teams with clarity and accountability, managing staff, freelancers, and civic partners. 

• Strong stakeholder relationship skills — comfortable working with elected officials, City agency communications staff, advocates, and community organizers in the same week. 

• Customer-service orientation: approach every production decision through the lens of what is most useful, accessible, and trustworthy to the people watching. 

• Excellent written and verbal communication: clear, engaging scripts, rundowns, episode descriptions, on-set direction, and presentations to City leadership. 

Qualifications

• Bachelor’s degree in Communications, Journalism, Film/Television Production, Media Studies, or a related field — or equivalent professional experience. Graduate degree a plus but not required. 

Required Experience 

• Minimum 5 years of professional television, video, or broadcast production experience, with at least 2 years in a producer, show-runner, or senior editorial role. 

• Demonstrated experience producing original programming on a recurring schedule — show episodes, documentary series, or regular public affairs programming. 

• Experience managing a production team: directing camera operators, supervising post-production, and coordinating across departments or partner organizations. 

• Experience covering or producing content about government, civic affairs, public policy, or community organizations. 

Preferred Experience 

• Public broadcasting, municipal government media, PEG access television, or nonprofit civic media. 

• Familiarity with Philadelphia’s neighborhoods, government institutions, civic organizations, and community media landscape. 

• Live government proceedings coverage — City Council, planning commission, zoning, or legislative hearings. 

• Working knowledge of Spanish — a plus for bilingual PSA production. 

• Producing content for simultaneous distribution across cable, streaming, YouTube, and social media. 

Additional Information

Salary: $85,000-$95,000
