Job Summary The Program Director is responsible for the daily administration and services provided within the Department. The position ensures compliance with Tribal Personnel Policies and Procedures, applicable federal and state employment laws, and supports the mission, goals, and values of the Tribe. The Human Resources Director serves as an advisor to the Tribal Administrator, Executive Management, supervisors, and employees on personnel matters and provides leadership in the development and administration of human resources programs. Education and Experience Preferred: Possess a Master’s Degree in Human Resources Management, Business Administration, Human Relations, or any closely related field from an accredited College or University with three (3) years of verifiable, successful work experience as an administrator or in a position of equal level or responsibility. Minimum: BA or BS degree in Human Resources Management, Business Administration, or Human Relations, and a minimum of 5 years’ experience in a management capacity with demonstrated experience serving in a high‑level managerial or supervisory capacity, and/or a combination of education, training, and experience equal to 5 years can be substituted, which must be documented. Knowledge, Skills & Abilities Knowledgeable and skilled in correct spelling, grammar, and management procedures. Knowledgeable in principles and practices of human resources management. Knowledgeable in personnel records management and confidentiality requirements. Knowledgeable in organizational development and strategic planning principles. Skills to read, analyze, and interpret documents and write routine reports and correspondence. Skills in communication, both oral and written, to interact with departmental staff, clients, officials, funding agencies, and other individuals regarding program and client matters. Skills in conflict resolution and mediation. Ability to evaluate and interpret data for the department. Ability to interpret and follow program guidelines relating to the department and related programs. Ability to organize and maintain clear and concise records. Ability to prepare reports, correspondence, policies, and presentations. Ability to interpret and apply personnel policies, Tribal laws, and employment regulations. Ability to establish and maintain effective working relationships with employees, supervisors, Tribal officials, and external agencies. Ability to exercise sound judgment and maintain strict confidentiality. Ability to conduct investigations and resolve employee relations issues fairly and consistently. Ability to deal with stressful situations positively and professionally. Work Environment Work is primarily indoors, but requires the incumbent to be in an outdoor environment when traveling between campus buildings and to other off‑site departments. This position may be exposed to frequent noise caused by telephones, office machines, and nearby oral communications among other personnel and/or employees. Physical Demands Physical ability to work in an office setting and operate office equipment. Must be able to read computer screens and printed documents, and regularly required to stand, sit, and use hands and fingers to operate office equipment. Light to moderate lifting is required. Special Requirements Possess a valid Oklahoma Driver’s License. Subject to a background check and drug screening. Must sign a Confidentiality Agreement and abide by confidentiality regarding the program. The Wichita and Affiliated Tribes hiring preference policy applies. Core Duties Provides direct oversight of the daily operations, inclusive of fulfilling goals and objectives, as required by applicable grant regulations. Supervises program staff and implements personnel functions, including program‑specific training, evaluating work performance, and disciplinary actions. Works with staff to prepare and submit annual strategic planning documents to incorporate into the Tribe’s annual strategic implementation plan. Establishes long‑term and short‑term departmental goals and objectives and ensures department staff are aware of and understand them. Creates, develops, implements, and promotes innovative partnerships and projects with other tribes and federal agencies, state agencies, and other organizations. Prepares and submits quarterly reports to include progress in meeting identified strategic goals, objectives, and activities during the previous quarter. Ensures compliance with Tribal laws, federal regulations, and employment‑related requirements. Advise management and supervisors on employee relations, disciplinary actions, performance management, and personnel matters. Direct recruitment, selection, onboarding, and retention activities. Oversee compensation, benefits, classification, and salary administration. Maintain official personnel records and ensure confidentiality of employee information. Promote a positive work environment through employee engagement, communication, and conflict resolution. Coordinate employee training, professional development, and leadership initiatives. Prepare reports and recommendations for the Tribal Administrator and Wichita Executive Committee. Support Tribal sovereignty and uphold the mission and values of the Tribe. Perform all other duties as assigned by the Tribal Administrator. Specific Program Duties Oversees the Human Resources Department and reviews all incoming and outgoing paperwork before approval. Provides guidance with the Personnel Policies and Procedures for Tribal Government employees and makes recommendations for changes as needed with the approval of the Wichita Executive Committee. Reviews and updates HR and employee‑related forms to ensure forms are current and compliant, and all company‑related entities are using current and consistent forms. Oversight of employee relations and addresses workplace issues such as disputes, sexual harassment claims, and workplace health and safety laws. Collaborates with an Accounting Firm to collect, calculate, enter, and process payroll on a bi‑monthly basis for all tribal government employees. Supervises and supports Human Resources staff to ensure payments and benefits are processed correctly and promptly. Provides support and input to management regarding employee relation issues from coaching to corrective action; proactively maintains a positive work environment through a fair and consistent resolution process. Collaborates with Program Administrators and Directors to ensure all payroll action forms are filled out correctly for their staff. Writes new position descriptions and revises existing position descriptions as necessary. Delivers and reports on the annual employee engagement survey to ensure feedback from employees is collected and interpreted correctly to help improve employee engagement. Coordinates, monitors, and revises complaint and grievance procedures to ensure timely processing and review of complaints, such as addressing any employment‑related issues, work complaints/grievances, and harassment allegations. Administers all phases of recruitment, including vacancy announcements, applicant screening, interview coordination, and selection processes. Coordinates new employee orientation and onboarding activities. Oversees personnel actions, wage adjustments, promotions, transfers, demotions, and separations. Prepares disciplinary notices, counseling memorandums, and termination documents. Coordinates random drug testing and administers the Tribe’s Drug and Alcohol‑Free Workplace Program.
