Personnel Security Specialist

Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Security, Facilities and Logistics Operations, Security Management Group (SMG). As a Personnel Security Specialist, GS-0080-12, you will be responsible for performing credential processing functions and front-end personnel security investigative and adjudicative processes for CMS employees and contractors. Responsibilities Processing PIV credentials for CMS employees and contractors through enrollment, issuance, post-issuance, and credential lifecycle support. Administering the agencywide PIV induction program and ensuring applicant documentation and credentialing actions meet federal and agency requirements. Initiating and coordinating background investigations, reviewing fingerprint results and required forms, and processing reciprocity cases. Analyzing credentialing operations, tracking data, and customer service results to identify improvements and recommend procedural changes. Coordinating credentialing and personnel security support for new employee orientation, position sensitivity designations, contract requirements, and special projects. In order to qualify for the GS-12 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Ensuring compliance of personnel security and credentialing operations mandates outlined in Federal standards, guidelines, and directives issued by the Defense Counterintelligence Security Agency (DCSA) and the Homeland Security Presidential Directive-12 (HSPD-12); 2. Performing personnel security background investigative and adjudicative processes for employees and contractors; and 3. Making preliminary suitability or eligibility determinations for applicants applying for positions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
