POLICE OFFICER II

Introduction The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non‑profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, and security and law enforcement for State buildings. DGS also manages facilities engineering, design and construction services, oversees approximately $1 billion in annual contract administration, and administers the State procurement process. Grade SLE 0003 Location of Position Baltimore City – 301 W. Preston Street Annapolis – 29 St. Johns Street Main Purpose of Job A Police Officer II enforces laws, rules, and regulations to ensure the safety and protection of personnel and State property. Officers in this classification are not supervisory and receive general supervision from a Police Officer Sergeant. Employees may be assigned to day, evening, night, or rotating shifts, including holidays and weekends, and are considered Emergency Essential personnel. Candidates must complete a Pre‑Employment Physical and substance abuse screening. Position Duties Enforce laws, rules, and regulations governing the protection of personnel and State property. Direct vehicular traffic, enforce parking regulations, investigate accidents, and issue warnings and citations. Prepare clear, concise, and accurate incident reports in accordance with agency directives and standard operating procedures. Investigate criminal acts to resolve and/or prosecute criminal activity. Make arrests and testify in court. Render emergency and/or first aid to sick or injured persons; stabilize injured persons prior to ambulance response. Respond to disturbances, emergencies, suspicious persons, and suspicious activities. Perform other functions that enable the agency to fulfill its mission to provide law enforcement and physical security to DGS‑owned and managed properties. Minimum Qualifications Education: Graduation from an accredited high school or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Police and Correctional Training Commission regulation. Experience: Six months of experience as a certified law enforcement officer. Notes: The educational requirement is set by the Maryland Police and Correctional Training Commission in accordance with the Public Safety Article, Section 3‑207, Annotated Code of Maryland. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non‑commissioned officer in Protective Service classifications or Law Enforcement specialty codes in the Military Police Officer field of work on a year‑for‑year basis for the required experience. Desired or Preferred Qualifications At least two (2) years of experience as a Certified Law Enforcement Officer in Maryland. Former law enforcement officer certification in the last 3‑5 years or a current non‑Maryland officer who completed an acceptable entrance‑level academy in another state or through the federal government. Licenses, Registrations and Certifications Candidates must possess a Police Officer certification as required by the Maryland Police and Correctional Training Commission at the time of application. Applicants previously certified by the Commission within the past three years and eligible for recertification at the time of appointment meet the certification requirement for this classification. The recertification criteria are listed in the Code of Maryland Regulations 12.04.01.07. Employees may be required to possess or obtain a special police commission in accordance with Public Safety Article, Section 3‑209, Annotated Code of Maryland. Special Requirements Selection standards established by the Commission in accordance with Public Safety Article, Section 3‑207, Annotated Code of Maryland. These include: U.S. citizenship Minimum age of 21 years Satisfactory background investigation, including a check of criminal history Oral interview Physical and psychological examinations, truth verification, and drug test (COMAR 12.04.01.04) Possession of a driver’s license valid in the State of Maryland Employees are required to provide a contact phone number for call‑in purposes. Employees may be required to bear firearms and demonstrate practical knowledge and proficiency in safe use and care of firearms on a periodic basis as required by the Commission. Employees are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09. Selection Process Initial Contact – confirm candidate interest and qualifications. Fitness Testing – physical fitness test consisting of 300‑foot dash (≤80 seconds), barrier climb, 150 lb. weight drag/pull (≥15 feet), and stair climbing up and down two flights. Background Interview/Investigation – investigate candidate suitability. Conditional Offer – provisional job offer. CVSA Examination – computer voice stress analysis. Oral Board Interview – panel interview. Application Review – assess candidate materials. Screenings – psychological test, physical exam, and drug screening. Final Offer – official job offer upon passing screenings. Training & Certification – complete field training (FTO), firearm qualifications, and comparative compliance certification, if necessary.
