The Work You Will Do:

Rail Administration Specialist IV – District Four / Transportation Development / Modal Development / Plans & Programs

This position will coordinate the work schedules for railroad construction and assess the performance of programs related to rail.

Annual Salary Range:

$70,481.54 - $91,211.41

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

Your Specific Responsibilities:

Assigns work to consultants and oversees and reviews progress, coordinates the work schedules for railroad construction and assesses performance of programs related to rail Including independent planning, analyzing, evaluating, and coordinating of district rail program for new construction, reconstruction and resurfacing projects adjacent to the railroad facilities; developing and coordinating work schedules for railroad construction; coordinating detour plans with local governments and contractors; reviewing highway design plans and coordinating the construction and reconstruction of highways as they interact with the railroad tracks within Florida Department of Transportation (FDOT) District Four; and coordinating with the railroads on South Florida Rail Corridor projects (example: cross tie replacement), including crossing rehabilitations to be done in conjunction with these projects.

Monitors rail programs (responsible for coordination of work program funding for all Roadway projects with railroad impacts, participates in annual work program Design Project Manager Meetings, monthly Production meetings, and provides input on Modal Scoping forms), approves funding (processes vendor invoices), develops and oversees task work orders and scopes, and confirms the disposition of awards, and other agreements (responsible for participating on all Project Development and Environmental (PD&E) projects with railroad involvement to ensure accurate estimates of this work and proper coordination with the railroads). Performs duties related to strategic planning of rail corridor projects and consultant staff resource allocation.

Coordinates and consults with local government officials and transportation partners regarding the development, implementation, management, and evaluation of rail transportation programs including coordination and consultation with partners by participating in roadway pre-construction meetings for projects with rail involvement tracking these projects once under construction, ensuring design plans and traffic control plans are being followed as it relates to the rail work, and resolves construction issues through coordination with the Construction office, contractors and railroads. Conducts periodic inspections on projects with major rail involvement, researches and recommends purchases of construction materials and equipment to management related to rail and participates in final roadway inspections to identify any rail items before final acceptance of the project. Develop and maintain database to track roadway projects with railroad involvement.

Provides consultation and expert advice to management or other groups on technical, system-related, or process related topics related to rail including the review, analysis, and research of legislative issues of the projected effects of any proposed legislation or action for rail (example: Quiet Zone application and Positive Train Control). Responsible for providing On-Track Worker training as needed for FDOT employees and consultants working on FDOT projects.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

  • Principles and processes involved in organizational planning, coordination, and execution.
  • Economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data.

Skills in:

  • Reading, understanding and analyzing design plans, specifications, design standards and manuals.

Ability to:

  • Develop and implement transportation programs.
  • Oversee consultant staff.
  • Initiate work assignments and projects, and coordinate in a team environment.
  • Effectively communicate complex technical information.

Minimum Qualifications:

Six years of experience in the field of transportation, planning, public administration, engineering or logistics. A bachelor’s degree from an accredited college or university in one of the above-mentioned fields can substitute for four years of the required experience. A master’s degree in one of the above-mentioned fields from an accredited college or university can substitute for six years of the required experience.
