Job Description:
The Consultant shall provide expert-level review of contract technical specification, advisory, inspection coordination, and compliance support services for Department of School Facilities (DSF) or similar contracts.
·Conduct comprehensive review of DSF contract specifications to ensure alignment with NYC, NYS, DOB, FDNY, SCA and other regulatory requirements.
·Evaluate Mechanical, Electrical, Plumbing (MEP) systems, including boilers, HVAC systems, electrical distribution, and water systems contract specification for compliance and operational efficiency.
·Review Request for Bids (RFB) to ensure the bid blanks are accurately representing the scope of work
·Assess Fire Alarm and Fire Suppression systems for adherence to FDNY and NFPA standards, including inspection schedules, testing protocols, and documentation.
·Identify gaps, deficiencies, and risk exposures within existing contracts and recommend corrective actions or scope enhancements.
·Validate contractor performance requirements including preventive maintenance schedules, emergency response obligations, and lifecycle asset management practices.
·Support development of standardized scopes of work for MEP, HVAC, and life safety systems across facilities portfolio.
·Coordinate with internal stakeholders, vendors, and regulatory agencies during audits, inspections, and compliance reviews.
·Ensure all maintenance, inspection, and repair activities meet applicable local laws, building codes, and safety regulations.
·Provide reporting on compliance status, risk areas, and recommended improvements with actionable implementation strategies.
·Conduct financial statements reviews to determine a vendor financial standing

Required Field Expertise and Industry Knowledge
·Extensive knowledge of NYC Building Codes, Mechanical Code, Fire Code, and Local Laws impacting building systems compliance.
·Hands-on expertise with MEP systems including HVAC operations, boiler maintenance, electrical systems, and plumbing infrastructure.
·Strong understanding of FDNY fire protection requirements including fire alarms, sprinkler systems, standpipes, and suppression systems.
·Experience managing maintenance contracts, vendor performance, and regulatory inspection cycles.
·Familiarity with preventive maintenance planning, asset lifecycle management, and capital planning strategies.
·Knowledge of unionized environments, skilled trades operations, and contractor compliance management.
·Ability to interpret technical specifications, construction drawings, and engineering reports.
·Experience with digital maintenance systems, work order platforms, and compliance tracking tools.
·Strong risk management approach focused on safety, compliance, and operational continuity.

Job Description – Facilities & Compliance Consultant
The Facilities & Compliance Consultant will provide specialized expertise in building systems, regulatory compliance, and contract evaluation to support operational excellence and risk mitigation across facility portfolios.

Key Responsibilities
·Review and validate MEP, HVAC, boiler, and fire protection contracts for technical accuracy, regulatory compliance and in accordance to SCA design specifications.
·Oversee and support field inspections, audits, and system evaluations.
·Monitor vendor performance and ensure adherence to contract requirements and service level agreements.
·Advise leadership on compliance risks, operational gaps, and corrective action plans.
·Collaborate with engineering teams, facility managers, and contractors to resolve system deficiencies.
·Ensure all systems are maintained according to NYC DOB, FDNY, and applicable regulatory standards.
·Develop reporting dashboards and documentation for compliance tracking and audit readiness.

Qualifications
·5 years of experience in facilities management, MEP systems, or building compliance.
·Strong knowledge of NYC regulatory environment (DOB, FDNY, Local Laws).
·Experience with HVAC, boilers, electrical systems, and fire protection systems.
· Professional certifications (PE, CFM, HVAC certification, or equivalent).
·Excellent analytical, communication, and stakeholder management skills.
