COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit. BRIEF DESCRIPTION OF DUTIES: This position is in the Office of the Office of the Chief Financial Officer, Office of the Chief Information Officer (OCIO). The incumbent is primarily responsible for managing the project teams and work efforts involving the analysis, planning, design, development, implementation, documentation, assessment, and management of the projects. Duties include, but are not limited to: managing and overseeing multiple IT initiatives; defining the scope, goals and structure needed to deliver technology and process change within an organization through the management of projects; ensuring that the work efforts achieve the outcome specified within the agency's business strategy; identifying, evaluating, tracking, communicating, escalating and mitigating potential risks to project budget, timeline and/or deliverables; coordinating and conducting governance and portfolio management activities associated with ensuring compliance with the enterprise processes and methodologies; and working with internal and external stakeholders to develop requirements, design and document solutions. Performs other related duties as assigned.
Minimum Qualifications
Five (5) years of progressive experience managing IT projects through the full project life cycle, including COTS and Data Center/Infrastructure projects using Agile or Hybrid Agile methodologies; experience must include leading technical teams in a matrixed environment, managing large-scale IT budgets, and applying SDLC and PMLC methodologies. Agile certification is required ; PMP certification is highly desired. Specialized Experience
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
