Licensing Specialist (Adams, Larimer, Weld, Broomfield, Douglas, Mesa, & Boulder Counties)

Job Overview State of Colorado residency required. This announcement will fill multiple Licensing Specialist openings for the Division of Early Learning Licensing and Administration, servicing the counties of Adams, Larimer, Weld, Broomfield, Douglas, Mesa, and Boulder. Responsibilities Review and evaluate licensing applications, supporting documents, and criminal, abuse, fire, building, and zoning records. Analyze program documents such as policies, procedures, behavior management, staff qualifications, medical administration, floor plans, and educational activities. Determine whether an inspection can be conducted or a corrective action plan is needed prior to on‑site inspection. Apply the appropriate rule set to each program based on operation, policy, and age groups served. Apply statutes related to investigations and inspections of six license types. Conduct inspections, monitoring, and evaluations of less‑than‑24‑hour childcare facilities for compliance with laws and regulations. Physically inspect facilities for health, safety, and program standards; interview administrative staff. Investigate complaints and stage II investigations of child care, supervising, discipline, and non‑compliance issues. Write Report of Inspection according to departmental procedures. Enter daily inspection information into Salesforce and CCCLS as required. Process report responses to ensure violations are corrected and documented in Illinx. Log alerts and track them in Salesforce. Provide community outreach, training, and consultation to child care providers. Collaborate with local associations and professionals. Minimum Qualifications Two years of professional experience in a field related to the position, including human or social services and early childhood programs; AND a bachelor’s degree in Human Services, Early Childhood Education, or a closely related field. Six years of professional experience in a related field if the degree is not available. Substitutions Additional relevant experience can substitute for the degree on a year‑for‑year basis. Additional relevant education can substitute for the required experience on a year‑for‑year basis. Preferred Qualifications Experience conducting inspections. Demonstrated knowledge of the Child Care Licensing Act and related regulations, policies, and best practices. Ability to research, analyze, and interpret statutes, case law, customs, and regulations to advise management and develop legal strategies. Demonstrated ability to engage people, organizations, and partners to develop goals. Highly Desired Effective written and verbal communication skills. Experience in adverse licensing for child care facilities. Proficient computer skills. Ability to work with people of diverse backgrounds. Knowledge of child care licensing principles. Time management and de‑escalation techniques for volatile situations. Investigative practices and techniques. Conditions of Employment Travel within Colorado; reliable transportation required. Must pass a thorough background check and motor vehicle records check. Must live within 50 miles of the serviced areas. Must disclose any disciplinary termination or resignation in the application.
