Budget Accountant

Overview The Budget Accountant supports the fiscal operations at CFS by analyzing financial data, ensuring compliance with state and federal regulations, assisting with budget development, and optimizing revenue from Medicaid, OPWDD, and other funding sources. This role plays a critical part in maintaining financial sustainability while supporting programs that serve individuals with developmental disabilities. The position is full-time and reports to the Budget and Financial Reporting Department at the Main Office location. Our industry-leading benefits include: 401(k) Dental Insurance Flexible schedule Health insurance Life insurance Paid time off Referral program Tuition reimbursement Vision insurance Responsibilities Key Tasks and Responsibilities: Assist with preparing financial forecasts considering Medicaid reimbursement rates and state funding guidelines. Analyze financial statements, general ledger activity, and program cost structures to ensure accuracy and compliance with CFS Fiscal policies. Assist with monthly, quarterly, and annual financial reports for management and regulatory agencies. Track and monitor revenue trends, cost allocations, and operational performance metrics. Assist with the development of program-level and agency-wide budgets. Partner with program managers to review spending, staffing levels, and billing performance. Support completion of OPWDD cost reports, CFR schedules, and program-specific cost allocations. Assist in evaluating rate models, unit costs, staffing patterns, and reimbursement methodologies. Support Foundation Grant applications and funding proposals with financial projections and Reporting. Prepare monthly P&L financial reports for Foundation Grants, identify trends and variances, and reconcile with the Foundation Unit. Collaborate with the Entitlement Unit to reconcile client’s benefits received. Perform other responsibilities as requested by the VP and AVP of Finance to support the department and organizational needs. Qualifications Education and Experience Requirements Bachelor’s degree required. Minimum of one year employment experience in financial analyst role. OPWDD/Medicaid industry experience preferred. Knowledge of housing subsidy application process in the State of New Jersey preferred. Strong computer skills including being proficient in Microsoft Office 365 (Excel, Word, Access & Teams) and Sage Intacct. Demonstrate a high level of professionalism and integrity in dealing with confidential information; ability to work independently and execute sound reasoning and judgment. High degree of accuracy and attention to detail. Strong organizational and time management skills Excellent oral and written communication skills.
