Sr Business Analyst

Job Description NovaLink Solutions is seeking a Business Analyst 3 to support the Health and Human Services Commission (HHSC) with metadata ingestion, analysis and governance. The role functions as a senior liaison between technical IT teams and program staff, enabling data glossary development and supporting analytics and reporting. Overview The Business Analyst 3 will serve as a senior Metadata Ingestion Analyst, bridging the gap between complex technical data sources and operational users. The analyst will help determine business and technical glossary definitions, support agency reporting, and facilitate decision-making in an AI-augmented environment. Responsibilities Work with program areas, project sponsors, and system SMEs to connect EIM cataloging and lineage systems to source systems. Automate regular collection and updates of agency metadata for high-value data assets. Explain technical findings and data limitations in plain language to end-users. Extract, integrate and analyze metadata from multiple internal and external sources to support HHS program needs. Collaborate with end-users, performance analysts and IT leaders to create visualizations and official reports. Provide subject‑matter expertise on validating AI outputs, including identifying and mitigating hallucinations. Ensure all data outputs adhere to agency reporting standards, data governance and compliance regulations. Champion data glossary literacy by developing and conducting training sessions for non-technical staff. Create clear documentation and tutorials on using glossary tools for data synthesis. Promote a data-driven culture by enabling employees to utilize metadata and AI. Work closely with data engineering, IT and program teams to troubleshoot metadata-related issues and address inconsistencies. Offer expert guidance to program staff on interpreting data trends and answering complex data questions. Stay updated on new AI and metadata analysis tools and techniques to continuously improve data glossaries and reporting. Develop and refine effective AI prompts and query strategies to retrieve and synthesize metadata accurately. Guide non-technical users in crafting precise prompts for glossary data needs, ensuring fidelity and accuracy. Create a library of standard prompts and query templates for common reporting needs. Minimum Requirements 8+ years of experience gathering business requirements and translating metadata acquisitions into clear, actionable paths for data glossaries. 8+ years of experience explaining technical findings and data limitations in non-technical language to end-users and leadership. 8+ years in a complex data analysis, senior business/systems analyst or data liaison role. 8+ years of strong experience with SQL for data extraction, manipulation and enrichment. 8+ years of experience collaborating with end-users and performance analysts or IT leaders to create and validate glossaries for analytics development and business data lineage analysis. Excellent communication, presentation and interpersonal skills. Preferred Qualifications 5+ years of experience with Business Intelligence / Data Warehouse technologies. 5+ years acting as the primary point of contact for program staff with metadata/glossary needs for analytics projects. 5+ years working in a health and human services or regulated environment with an understanding of agency metadata requirements. 5+ years experience with data governance and data quality principles. 5+ years working with data glossary tools such as Informatica Enterprise Data Catalog or Axon Data Governance. 2+ years championing data literacy across an organization. 2+ years training and mentoring staff with varying levels of data literacy. 1+ year experience with AI prompt development. #J-18808-Ljbffr Jobs via Dice
