Mandatory Qualifications

Minimum seven (7) years of IT experience.

Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field. Equivalent professional experience may substitute for degree requirements.

Minimum four (4) years of experience performing business process analysis, business process reengineering, process improvement, or organizational change initiatives.

Minimum two (2) years of experience performing project management.

Experience working on large, complex enterprise-wide projects requiring coordination across multiple business units and stakeholders.

Experience facilitating process improvement efforts involving multiple departments, agencies, or organizational units.

Experience documenting current-state and future-state business processes, workflows, and operational procedures.

Knowledge and/or experience with the Florida Accounting Information Resource (FLAIR) subsystem.

Knowledge and application of Finance and Accounting practices.

Knowledge of Florida PALM project.

Knowledge and application of State of Florida financial, accounting, budgeting, procurement, or grants management processes.

Contractor Responsibilities.

a. Business Process Consultant.

The Contractor, through its Contractor Representative, will serve as a senior business process advisor responsible for evaluating, improving, coordinating, and documenting business operations across multiple financial units. This position provides strategic analysis, business process

improvement recommendations, implementation planning, workload assessments, fiscal year-end coordination, Florida PALM readiness activities, organizational change support, and leadership for special projects. The Business Process Consultant will provide the following:

1. Financial Management Support

- Provide accounting process coordination, implementation support, and operational readiness expertise by assisting OFB Managers with routing reconciliations to ensure

trial balance remains free of correctable errors for Florida PALM Implementation.

- Coordinate and oversee activities related to Revolving Fund Reconciliations.

- Coordinate and oversee FLAIR Revenue Processing (RP) reviews.

- Coordinate and oversee Master Trial Balance cleanup and monitoring.

- Coordinate and oversee Outstanding Warrant report monitoring.

- Coordinate and oversee Division receivable analysis.

- Coordinate and oversee post-closing adjustment reviews.

- Coordinate and oversee financial statement monitoring.

- Assist OFB Managers with research of revenue deposit and check log issues.

- Assist Managers with payment data monitoring and prepay analysis for cutover preparations.

2. Business Process Improvement

- Assist OFB Managers over Disbursements, Revenue, Financial Reporting, Budget, and Payroll to develop, review, maintain, update and/or validate business process

documentation, standard operating procedures (SOPs), agency policy and procedures (AP&Ps), desk procedures, workflow diagrams, process maps, work instructions, and

related operational documents that support the transition to Florida PALM.

- Evaluate existing business processes and recommend operational improvements.

- Review, validate, and update standard operating procedures and work instructions.

- Ensure business procedures remain current and aligned with agency policies and Florida PALM business processes.

- Analyze workflow efficiencies and recommend process improvements.

- Identify operational risks and recommend mitigation strategies.

- Assist OFB Managers over Disbursements, Revenue, Financial Reporting, Budget, and Payroll with the review and update of position descriptions.

3. Organizational Readiness

- Collaborate and assist with the development, maintenance, and standardization of templates, forms, procedures, and documentation used by Department divisions and

offices to ensure materials' and messaging consistency.

- Assist with development and maintain training plans and role-based training outlines.

- Coordinate onboarding activities for new employees.

- Monitor completion of required training within the People First Learning Management System (LMS).

- Coordinate section meetings, agendas, action items, and follow-up activities.

- Assist management with organizational planning and communication.

4. Florida PALM Readiness and Cutover

- Support cutover planning, transition and execution activities to ensure business and organizational continuity during the Florida PALM implementation.

- Coordinate Chart of Accounts (COA) crosswalk updates between FLAIR and Florida PALM.

- Support agency cutover planning activities.

- Coordinate Payment Data and Prepayment Analysis activities.

- Assist with the monitoring of implementation readiness activities.

- Facilitate communication between business units during implementation.

5. Resource Management

- Coordinate and facilitate meetings with stakeholders and workgroups, including agenda preparation, scheduling, meeting facilitation, documentation of meeting outcomes, action item tracking, and follow-up activities.

- Assess staff workload distribution.

- Recommend reassignment of responsibilities to improve operational efficiency.

- Prepare management reports identifying workload trends and operational issues.

- Promote collaboration among stakeholders and facilitate consensus-building to support

successful project outcomes and operational objectives.

- Conduct research, collect and analyze data, evaluate alternatives, and prepare findings and

recommendations to support management decision-making.

6. Operational Leadership

- Coordinate cross-functional business activities.

- Monitor project deliverables and implementation milestones.

- Facilitate issue identification and resolution.

- Prepare executive-level status reports.

- Lead or participate in special projects assigned by management.
