Management Analyst (Policy)

Summary

This position is located in the Executive Office of the President, Office of Management and Budget, Office of Federal Procurement Policy. The Office of Federal Procurement Policy coordinates efforts to improve Federal procurement law, policies, and practices, which affect all Federal and Federally assisted purchase s of goods, property, and services.

Duties

Help

As a Management Analyst (Policy), GS-0343-14, your typical work assignments may include the following:

  • Serves as a senior Management and Program Analyst responsible for leading complex management studies, policy analyses, and strategic evaluations supporting Federal acquisition and procurement initiatives across the Federal acquisition ecosystem.
  • Applies qualitative and quantitative analytical methods to assess the effectiveness, efficiency, and impact of acquisition policies, programs, operations, and regulatory initiatives. Conducts comprehensive studies involving acquisition management, organizational performance, and operational improvement efforts affecting Government-wide procurement activities.
  • Reviews and evaluates current Federal and nongovernmental acquisition policies, performance trends, operational challenges, and emerging issues to identify risks, opportunities, and areas for program improvement. Develops recommendations to strengthen policy implementation, operational effectiveness, and strategic acquisition outcomes.
  • Provides expert analytical and advisory support to senior leadership on acquisition policy, program management, organizational performance, and procurement modernization initiatives. Advises management officials on the impact of proposed legislation, regulations, policy changes, and acquisition data strategies.
  • Develops and implements frameworks, processes, and procedures to improve acquisition data collection, standardization, reporting, and information sharing across CFO Act agencies. Evaluates organizational methods and administrative processes to ensure alignment with policy objectives, statutory requirements, and Administration priorities.
  • Conducts analyses of organizational workload statistics, acquisition metrics, and performance indicators to assess program effectiveness and support executive-level decision-making. Prepares reports, briefings, presentations, and policy papers for senior officials regarding acquisition management and program performance.
  • Translates complex acquisition, procurement, and analytical findings into concise guidance and executive communications tailored to a variety of audiences, including senior leadership, interagency stakeholders, and policymakers.
  • Coordinates with OMB offices, Federal agencies, and interagency working groups to support budget formulation, policy implementation, acquisition management initiatives, and strategic planning efforts. Leads or participates in cross-functional teams, task forces, and special projects involving high-visibility acquisition policy matters.
  • Provides technical guidance and leadership to staff, interns, and detailees and serves as a lead analyst for assigned projects and initiatives.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE : Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1-Conducting complex management studies, evaluations, and analyses of acquisition or procurement programs, policies, and operations to improve organizational effectiveness and support strategic objectives; 2-Analyzing and interpreting qualitative and quantitative data, operational metrics, workload statistics, and program performance measures to develop recommendations for senior leadership decision-making; 3-Providing advisory services and technical guidance on policy implementation, program management, acquisition initiatives, or organizational improvement efforts involving multiple stakeholders or interagency coordination; AND 4-Preparing and presenting executive-level reports, briefings, policy papers, or recommendations by translating complex analytical findings into clear and actionable guidance for management officials and stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
