Job Title: Construction Manager/Administrator Location: Togus VAMC located at 1 VA Center, Augusta, Maine 04330 Project Name: Electronic Health Record Modernization (EHRM) infrastructure upgrades, Togus, Maine VAMC Client: Veterans Affairs Pay Range: $80,000 - $105,000 per year plus benefits Anticipated Start Date: June/July 2026 Project Duration: 3 Years Project Details The intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across the Togus VAMC located at 1 VA Center, Togus, Maine 04330. All proposed personnel to perform services under this requirement must be United States citizens and obtain a favorable National Agency Check (NACI). Daily Responsibilities This position requires an on‑site Construction Manager/Administrator (CM‑CA) for the duration of the Electronic Health Record Modernization Construction Project. The CM‑CA will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM, including project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, assurance, cost control, and general oversight of EHRM design and construction projects. Serve as the primary liaison with the Contracting Officer and Contracting Officer’s Representative. Be familiar with the site operations of General and Sub‑contractors and the process of managing a building construction operation. Monitor the construction for Quality Assurance. Prepare, analyze, and identify incongruities and deficiencies in the Contractor’s work relative to the construction documents; understand the baseline schedule and assist in determining the value of acceptable work in place. Conduct or attend weekly or bi‑weekly project meetings to review schedules and construction contractor payment requirements; prepare necessary forms for payment processing by VA. Maintain thorough records of occurrences, contracts, and other construction‑related matters to assist VA in conflict resolution; perform scheduling, conduct and document regular progress meetings with all parties to review project status and resolve issues. Monitor independent testing agency/laboratory services; oversee quality control testing and inspection services such as soils, concrete, precast concrete connections, steel, steel decking, fireproofing, roofing, curtain walls/glazing, and elevator installations. Perform additional construction‑related services: maintain marked‑up sets of project plans and specifications; conduct routine inspections; identify non‑conforming work; compile site inspections, defect lists, and provide them to the contractor for correction; monitor project financial data and budgetary cost accounting; assist in relocation efforts; administer construction contract change orders (prepare cost estimates, review proposals); review submittals, RFI responses; daily log activity; coordinate owner‑supplied equipment; operational and maintenance data; closeout submittals; and other services as required by VA. Required Qualifications Minimum of three (3) years of construction field experience accomplishing similar CM tasks. Working knowledge of construction practices to implement plans covering Quality Assurance, safety, time, cost, change, and information management. Experience in monitoring construction for Quality Assurance; preparing, analyzing, and identifying incongruities and deficiencies in contractor work relative to construction documents; and understanding baseline schedules. Presentation of three projects of comparable scale and difficulty where the applicant held a similar position. Strong communication, language, and software skills; ability to utilize a variety of software programs to monitor, update, produce work products, and compile data and records using construction industry and computer literacy knowledge. Preferred Qualifications A technical degree in Construction Management, Engineering, or related field (preferred but not required if applicable experience is demonstrated).
