Summary Joining the Secret Service, Office of the Chief Financial Officer, Budget Division will allow you to serve as the focal point for the resolution of difficult and complex financial resource management problems which impact the programs of the U.S. Secret Service. For definitions of terms found in this announcement, please click here. Responsibilities The selectee will serve as a Budget Analyst in the Office of the Chief Financial Officer, Budget Division. Typical work assignments include: Prepares the annual budget call and other requests for budget information. Provides advice and assistance to managers in the development and presentation of budget requests and supporting documentation. Develop policy guidance, procedural instructions, and formats to assist program managers in planning and estimating funding needs that are incorporated into the total Service budget. As required, drafts and issues interpretations of Departmental and Office of Management and Budget (OMB) budgetary guidance. Reviews and edits budget requests and justifications submitted by program managers for adequacy, consistency with overall budget plans, and conformance with Department of Homeland Security, Treasury, OMB, and Congressional requirements. Analyzes estimates for assigned organization(s) and/or the overall budget or major segments to identify imbalances among program areas, eliminate duplication of program functions, and reconcile estimates with current and anticipated funding levels. Changes or recommendations to proposed estimates that are inconsistent with or conflict with regulatory guidelines and policy objectives. Monitors the execution (e.g., obligation and expenditure of funds) of the budget for the total Service and/or one or more of its major program areas through review of written documents (e.g., procurement requests), examination of accounting records, and interaction with program managers. Prepares a variety of reports covering the status of funding for the entire Service and provides managers with periodic information on expenses and obligations incurred. Advises program staff on the need to resolve funding issues and presents formal briefings on factors that impact the budget process. Develop detailed, complex strategies and narrative and statistical materials for the Service's budget and programs for use by top management officials scheduled to meet with DHS and OMB officials or appear before Congressional appropriations committees. Qualifications To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-12 level if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as: Monitoring the execution of the budget for one or more major program areas through review of written documents. Interpreting budgetary policies, coordinating and planning budget services and management of resources. forecasting budgetary trends and activities. Preparing justification for reprogramming or supplemental funding actions. Reviewing documents that obligate funds to determine the availability of resources and ensure compliance with applicable budgetary controls. You qualify for the GS-13 level if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: Formulating and presenting budget estimates to support program planning, execution, and financial decision-making. Providing interpretation of budget-related policies, procedures, and processes to management and program staff to ensure consistent understanding and application. Preparing financial plans and conducting periodic reviews of the agency's financial status to ensure resources are aligned with program priorities and funding requirements. Resolving budget issues that may require corrective actions or complicated adjustments. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. The qualification requirements listed above must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
