Job Function Summary: The Manager Shuttle Services is responsible for overseeing the daily operations, planning, and performance of UCSF's campus shuttle system. This position ensures reliable, safe, and customer-focused transportation services across UCSF sites. The manager leads a team of drivers, dispatchers, and support staff, and coordinates with internal departments and external stakeholders to optimize service delivery. Generic Scope Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives. Custom Scope The Manager of Shuttle Services is a leadership role responsible for overseeing the planning, management, and daily operations of UCSF's shuttle infrastructure. This position ensures the delivery of high-quality, customer-focused services while aligning operations with institutional goals, compliance requirements, and long-term sustainability objectives. Develop and execute short- and long-range shuttle strategies in alignment with UCSF's institutional goals, including access equity, sustainability, and campus growth. Spearhead deployment of modernized shuttle systems and digital solutions. Optimize service delivery and data reporting through innovation. Ensure seamless and equitable services across multiple UCSF sites, including Parnassus, Mission Bay, Mount Zion, Oakland and satellite locations. Ensure compliance with ADA, life safety, UC policies, audit standards, and environmental regulations. Lead response and contingency planning for critical incidents, emergency operations, and infrastructure failures. Supervises shuttle and transit professionals ensuring safety and compliance with applicable UC policies and procedures as well as state and federal regulations. Ensures staff uses sound judgment when providing shuttle management services. Supervises other transit services staff, monitoring quality and quantity of work. Oversees day-to-day supervision of staff, operation analysis, special projects and administration. Responsibilities Oversee training, goal setting, performance evaluations and professional development of shuttle staff. Assist with administration, scheduling, and management of personnel, fiscal and physical resources. Hire, train, supervise, and evaluate shuttle drivers, dispatchers, and support staff. Promote a culture of safety, accountability, and excellent customer service. Manage schedules, time off requests, customer service, and monitor safe driving skills in adherence with state and federal guidelines. Supervise vehicle, equipment, and shuttle service operations. Oversee maintenance of shuttle or other transit equipment. Manage the day-to-day operations of UCSF shuttle services, ensuring efficient routing, on-time performance, vehicle availability, and compliance with service schedules. Assist in the development and implementation of transit policies and procedures, ridership surveys, driver training programs, and optimum performance standards. Monitor ridership trends, feedback, and operational data to adjust routes, schedules, and staffing levels. Collaborate with teams to respond to evolving campus needs and implement and monitor new technology. Ensure adherence to emergency protocols and follow established accident procedures. Ensure adherence to organization and external regulatory transit policies and procedures, safety procedures, and rules and regulations. Ensure compliance with all applicable local, state, and federal transportation regulations. Lead regular safety meetings and coordinate training on defensive driving and emergency protocols. Evaluate staff regarding safe driving skills, passenger transport abilities, sensitivity to transportation of disabled patrons and customer service. Assist in implementation of improvements to processes and procedures in terms of quality or cost effectiveness. Act as a liaison between Transportation Services and campus departments. Respond to service concerns, escalated complaints, and stakeholder inquiries in a timely, professional manner. Assist management with special projects that involve analysis, research and creation of reports and presentation of findings. Oversee third-party vendor contracts as needed, ensuring compliance with performance standards and university policies. Department Overview UCSF Department of Transportation manages transit and parking services for the UCSF students, faculty, patients, visitors and employees. Transit operations include fixed routes and on-demand services supporting nearly 2.5 million annual riders. Parking operations include over 25 parking garages and lots across the City, with over 7 500 spaces. Parking team also manages an extensive permit program, parking enforcement, citation adjudication and other parking related services. The Department promotes clean and sustainable transportation modes that include walking, bicycling, carpool/vanpool, car‑sharing program, electric scooter sharing program, etc. The Department has over 190 positions with an annual operating budget of over $45 million. Required Qualifications Bachelor's degree in related area and/or equivalent experience/training. Current commercial Class B license with Passenger Endorsement and medical certificate. Solid knowledge of transit service operations, policy and regulatory compliance, and commercial professional passenger-transport licensing requirements. Strong interpersonal, communications, active listening, coaching and mentoring skills. Proficiency in basic computer applications and administrative analysis applications. Strong proficiency in defensive driving skills, customer service, and problem solving. Ability to prioritize effectively and establish and meet schedules in a high-volume, politically sensitive environment. Strong team building skills. Strong political acumen skills dealing with variety of transit customers. Strong employee supervision and leadership skills to motivate and inspire staff to improve customer and transit services. Demonstrated experience supervising union or represented staff. Strong knowledge of DOT, DMV, and OSHA regulations. Proficient in scheduling, route planning, and fleet software systems.
