BRIEF JOB DESCRIPTION:

Serves as the primary grant coordinator for the Centers for Disease Control and Prevention funded Epidemiology and Laboratory Capacity cooperative agreement. This includes both the core and supplemental projects. Performs highly complex grant activities including coordinating, reviewing, evaluating, and reporting internally within DSHS and externally to federal partners on ELC grant activities at various stages. Oversees the development, monitoring and review of assigned cooperative agreements, workplans and budgets. Ensures compliance with requirements and standards. Serves as a liaison between DSHS programs, Funds Coordination and Management Branch, the Budget Office and the Centers for Disease Control and Prevention. Coordinates and maintains ELC grant files and records and prepares reports related to grant activities. Coordinates and approves work plans and timelines to ensure timely submission of ELC program reports. Reviews project costs and approves budget justifications and budget revisions for awarded projects and contracts

ESSENTIAL JOB FUNCTIONS:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • 30%) Oversees the development and monitoring of the Epidemiology and Laboratory Capacity cooperative agreement. Oversees the coordination, research, and identification of grant opportunities and the creation of proposals to secure funds for the Agency. Coordinates workgroups composed of internal DSHS programs to develop program objectives, work plans, budgets, and other required documentation for the submission of grants. Provides consultative services and technical assistance to internal programs in completing budget assignments, meeting deadlines, obtaining programmatic and departmental approvals, and developing project narratives and budgets. Reviews submitted grant proposals to ensure compliance with eligibility criteria and required grant documentation.
  • 25%) Oversees the development and review of assigned cooperative agreement budgets in coordination with DSHS programs, the Funds Coordination and Management Branch, and the Budget Office. Reviews and monitors cooperative agreement and grant budgets and expenditures, including personnel costs, position vacancies, and grant-funded contract expenditures. Works with DSHS programs to develop, review, and submit grant budget and workplan redirections and categorical budget adjustments. Develops and presents monthly reports on cooperative agreement and grant expenditures for leadership. Oversee the documentation of all cooperative agreement and grant application and award amounts, including grant-funded contracts.
  • 25%) Oversees the development and implementation of effective techniques for monitoring and evaluating cooperative agreements for PHLD. Oversees the preparation, completion, and submission of administrative, financial, and performance reports on cooperative agreement and grant projects and finances. Monitors and tracks the progress and completion of cooperative agreement-funded projects and activities. Oversees and determines compliance with cooperative agreement and grant reporting requirements and deliverables.
  • 15%) Serves as a liaison between PHLD Grants Team and DSHS programs with grant-funded projects, including attending meetings, responding to information requests, and resolving grant-related issues. Responds to inquiries and requests from cooperative agreement and grant funders. Participates as a subject matter expert on workgroups and meetings pertaining to assigned grants coordinated and monitored by PHLD Grants Team. Coordinates and conducts routine cooperative agreement and grant meetings, including preparing agendas, taking minutes, and following up on action items.
  • 5%) Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Consistently complies with DSHS Laboratory, local, state and federal guidelines to ensure a safe functioning laboratory.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of laws and regulations pertaining to federal grants and contract administration. Knowledge of research and budget processes. Knowledge of business administration principles and practices, including financial management and accounting. Knowledge of public administration and management techniques. Knowledge of budget processes and of program management processes and techniques. Skill in grant preparation, development, evaluation, and monitoring. Skills in researching, interpreting, and analyzing complex data and policies. Skill in synthesizing complex information and translating it into clear and concise grant documents. Skill in report writing. Skill in budget development and monitoring. Skill in the use of a computer and applicable software, including MS Word and Excel software. Ability to communicate effectively verbally and in writing. Ability to interpret guidelines, policies, procedures, and regulations. Ability to evaluate contracts. Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; to communicate effectively. Ability to manage projects and coordinate workgroups and meetings. Ability to collaborate and develop effective professional relationships with coworkers and stakeholders. Ability to prioritize time and manage multiple project deadlines. Ability to exercise judgment and work independently with minimum supervision. Ability to gather, assemble, correlate, and analyze input from multiple programs. Ability to develop, evaluate, and interpret procedures related to cooperative agreement/grant applications, reporting, and evaluation. Ability to train, lead, assign, and/or prioritize the work of others.

INITIAL SCREENING CRITERIA:

Grant writing and grant management, 3 years experience required. Budget development and budget management, 3 years experience required. Federal grant experience, preferred. Public health or laboratory experience, preferred.
