Learning and Development Director

The incumbent serves as Learning and Development Director for the Department of Behavioral Health/Systems Transformation Administration. This position leads the Training Institute Division, responsible for designing, implementing, and measuring performance improvement initiatives that align with DBH’s vision and strategic plan. The director serves as the agency expert on learning and development best practices, educating individuals throughout the department, overseeing the development and administration of Standard Operating Procedures for curricula, trainer credentials, and event facilitation and evaluation, and overseeing the delivery of high‑quality curricula that incorporate instructional design concepts and adult learning theory to increase knowledge retention and improve performance. The director provides supervision to instructional designers, trainers, subject matter experts, and others who provide group or individual technical assistance. The position also manages budget, contracting, procurement responsibilities, and vendor invoicing. Tour of Duty: 8:30 a.m. – 5:00 p.m., Monday – Friday. Qualifications • Bachelor’s degree or higher in a field related to health or allied sciences, with a four‑year course of study at an accredited college or university. • One (1) year of specialized experience equivalent to the next lower grade level. • Expert experience managing and directing a training division. • Ability to design and deliver curricula and training programs using instructional design concepts and adult learning theory. Required Knowledge, Skills, and Abilities • Knowledge of educational standards and adult learning theory. • Strong instructional design and facilitation skills. • Ability to manage budgets, contracts, and procurement. • Leadership skills to supervise instructional staff.
