About this Role:

Under the general direction of the Manager II, the Supervisor II oversees the Business Services Section within the Program Support Division (PSD). The incumbent ensures consistent application of departmental policy and compliance with control agency requirements related to department-wide functions, including mail operations, records and forms management, asset management, vehicle services, parking and transportation coordination, recycling, and other business services.

The Supervisor II provides leadership and guidance to professional and administrative staff, and supports the Division’s operational continuity through effective workflow management, issue resolution, and cross-program collaboration. The position requires strong communication skills, sound judgment, and the ability to manage sensitive, time-critical assignments in a dynamic environment.

Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ.

Supplemental Item(s):

1. Please discuss how your education, training and experience make you an ideal candidate for this position with specific reference to how it will assist functions outlined in the duty statement.

2. Explain an approach you use to build or maintain a collaborative team culture. Include how you encourage communication and trust, methods used to reduce silos or increase shared problem-solving, and outcomes that demonstrated improved team functioning.

3. Provide an example of an executive-level written product (e.g., approval authority materials, workload analyses) that you created or drafted for executive review. Explain the document's purpose, your role in the creation and finalization of the content, and challenges encountered and resolved.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

- Skilled in utilizing Microsoft products such as Excel, PowerPoint, Teams, SharePoint, Word, Project, etc.

- Demonstrate clear and concise written and verbal communication skills with tact and exhibit ability to apply State rules and regulations, including effectively presenting to leadership and management and all levels of Departmental team

- Demonstrated ability to make independent, sound, and ethical decisions regarding highly sensitive matters and maintain confidentiality

- Ability to remain flexible and adapt to rapid changes in priorities and assignments without compromising deadlines

- Demonstrated experience analyzing complex issues and recommending effective courses of action utilizing critical and creative thinking

- Ability to research and identify and synthesize complex information for the purpose of communicating what is essential at a high level

Telework and Salary Information

Telework: This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
