Help

The primary purpose of this position is: To serve as a Management and Program Analyst, working with

Continuity of Operations (COOP) and Emergency Preparedness Program.

Duties:

  • Develops policy, doctrine, and other guidance involving Department of Defense and Air Force for continuity of operations.
  • Works within Continuity of Operations (COOP) and Emergency Preparedness Program to manage, operate, sustain, and build A3 mission assurance capability coordinated across the Pentagon and National Capital Region.
  • Develops policies, procedures, and manages training to ensure a robust HAF CAT capability exists to support Secretary of the Air Force (SECAF) and Air Force Chief of Staff (CSAF) decision-making.
  • Incorporates continuity planning and execution in a robust inspection and exercise program which enhances AF-wide operability.

  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. During exercises and CAT operations, shift work may be required.
  • Work may require overnight travel away from normal duty station on military or commercial aircraft.
Qualifications

Conditions of Employment:
  • Incumbent must be able to obtain and maintain a top secret clearance with Sensitive Compartmented Information (SCI) access, based upon a Single Scoped Background Investigation. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counter Intelligence Polygraph and mandatory drug test.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understanding of the federal, DoD and Air Force command and control, crisis action processes and procedures, continuity, readiness, emergency preparedness and incident management, mission assurance construct, and pandemic/disease containment programs. Comprehensive knowledge of programs and relationship to DoD and Air Force Wide missions and functions in order to prepare and present Group budget requests and plans. In-depth knowledge of Presidential Executive Orders, Homeland Security Presidential Directives and Department of Homeland Security and Federal Emergency Management Agency documents, policy and guidance related to continuity and readiness, emergency preparedness and the national indecent management system (NIMS) policies and procedures to include their responsibilities and the civil/military directed interfaces. Working knowledge of the Joint Operations Planning System, military doctrine and organization structure and USAF operation planning process and the impact a National Security Emergency would have on these processes and systems, especially as they interact at the service, MAJOM, FOA, and DRU level.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Presidential Executive Orders, Homeland Security Presidential Directives and Department of Homeland Security and Federal Emergency Management Agency documents, policy and guidance related to continuity and readiness, emergency preparedness and the national incident management system (NIMS).
  2. Knowledge of DoD Directives and Instructions, and Joint Service and Air Force policy, doctrine, regulations and procedures with extensive knowledge of command and control, crisis action processes and procedures, continuity, readiness, emergency preparedness and incident management, and pandemic/disease containment.
  3. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the process in briefings, papers, or reports suitable for the Air Staff senior civilians and general officer decision-making.
  4. Knowledge of organizational structure and relationships that exist between the Joint Staff, the Air Staff, the combatant commanders, the component commanders, the AF MAJCOMs, and installations in conducting Joint and AF planning.
  5. Knowledge of Joint and Air Force Operations, Planning and the Expeditionary Force constructs, to include organizations, command, control, operations, combat support operations, planning and execution. Knowledge of the organization, function, command and control relationship between the DoD components.
  6. Ability to communicate effectively, both orally, and in writing negotiates complex issues; and maintains good working relations. Ability to plan, develop, execute and evaluate a military exercise program.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
