Early Childhood Education Consultant – Bureau of Child Care New York City | Full‑time The Bureau of Child Care ensures that child‑care services in New York City operate in compliance with the New York City Health Code, New York State Social Service regulations, and licensing requirements. It monitors programs to protect children’s health and safety and actively works to improve and expand access to high‑quality programs that support early childhood development. Responsibilities Evaluate and assess child‑care programs (center‑based, residential, school‑based, and after‑school) to assure compliance with local, state, and federal regulations and applicable performance standards. Provide consultation, guidance, and technical assistance to prospective and current child‑care providers and staff regarding educational programming, classroom management, and best practices. Serve as a resource person on current trends and research in early childhood education. Issue notices of violation and make recommendations regarding issuance, denial, or closure of programs with imminent health hazards. Examine records and files of the program, staff, and children to ensure regulatory compliance. Investigate complaints about licensed child‑care services and allegations of unlicensed care. Represent the Department at professional conferences and participate in related professional development activities. Preferred Skills Professional certification in early childhood education. Strong communication, analytical, and observational skills. Ability to assess risks and deduce potential impacts of conditions. Writing skills, including detailed observational reports. Computer skills, including mobile computing device use. Travel & Equipment Position requires travel throughout the five boroughs using mass transit or a personal vehicle. Minimum Qualifications Master’s degree in education from an accredited institution, with at least 12 semester‑hour graduate credits in early childhood or elementary education, and three years of full‑time satisfactory experience in one or more of the following: Director or educational director of a licensed school/program devoted to pre‑school and/or kindergarten groups with a minimum of two licensed teachers of early childhood education. Teacher director of a licensed school/program devoted to pre‑school and/or kindergarten groups with a minimum of one licensed teacher of early childhood education. Consultant in early childhood education evaluating such programs and/or providing expert advice. Consultant in early childhood education working in a public agency evaluating such programs and/or providing expert advice. For candidates with a baccalaureate degree, a supplemental master’s degree in education, social work, psychology, or counseling and three years of full‑time satisfactory experience as described above. Additional Qualification Notes Five years of satisfactory teaching experience as a licensed teacher of early childhood education may be substituted for the three years of full‑time satisfactory experience. Assignment Level II candidates must have, in addition to meeting the qualification requirements, one additional year of full‑time satisfactory experience.
