This position is based on-site at our Juneau headquarters office, located in the State Office Building in downtown Juneau, Alaska. Curious about who we are and what we do? The successful candidate will bring strategic oversight into financial operations, ensuring the Division’s fiscal integrity and compliance with GAAP, GASB, and all applicable state and federal regulations. Key responsibilities Responsible for receipts and disbursements of cash, recording of assets, liabilities, revenues, expenses, and fund equity accounts for all active and historical loan funds. Primary back-up to the Accountant 4, Systems Manager, and is the default delegate to cover for the Systems Manager in their absence. Prepare and present financial statements and reports for internal leadership and external agencies. Reconcile and consolidate current and prior year expenditures against each loan fund and assist and advise the Accountant 4, Systems Manager with asset classifications and allocations. Conduct ongoing cash flow analysis and reconciliation between IRIS and LOANS, the Division’s loan servicing platform. To be successful in this position a candidate will need the following core competencies: Accounting Operations: Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. Audit Reporting: Knowledge of the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation). Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Equivalent to those typically gained by: Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management. Special Note: “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation. “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job. “Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction.
